सुप्रीम कोर्ट ने देश में आम के नाम पर कुछ ख़ास लोगों की सुरक्षा व्यवस्था पर चिंता व्यक्त करते हुए वीआईपी सिक्युरिटी पर सवाल उठाये और टिपण्णी की है कि वीआईपी के बजाय अगर ये आम आदमी की सुरक्षा में लगे होते तो दिल्ली ज्यादा सुरक्षित होती।यूपी के एक नागरिक की याचिका पर एमिकस क्यूरी हरीश साल्वे ने कहा कि वीआईपी सुरक्षा के नाम पर जितना खर्च किया जाता है अगर यह आम आदमी की सुरक्षा में लगाया जाए तो गैंग रेप जैसी घटना नहीं होती। कोर्ट ने इससे सहमति जताई। कोर्ट ने पूछा कि इतने वीआईपीज़ को सुरक्षा क्यों दी जा रही है? यहां तक कि जिन जजों को जरूरत नहीं है, उन्हें भी सिक्युरिटी दी जा रही है। क्या सुप्रीम कोर्ट ने कहा कि हम समझते हैं कि राष्ट्रपति, उपराष्ट्रपति, प्रधानमंत्री, लोकसभा स्पीकर आदि को सुरक्षा दी जानी चाहिए लेकिन उन लोगों को सुरक्षा क्यों दी जा रही है, जो पावर में नहीं हैं और जिनके खिलाफ केस पेंडिंग हैं।कोर्ट ने सभी राज्यों से वीआइपी सुरक्षा के बारे में हलफनामा मांगा था। दिल्ली, छत्तीसगढ़, सिक्किम, गुजरात, झारखंड, बिहार, गोवा, नागालैंड, उत्तराखंड व जम्मू कश्मीर आदि राज्यों ने हलफनामा दाखिल कर वी आई पी सुरक्षा और उस पर आने वाले खर्च का ब्योरा दिया।
बताया गया कि
दिल्ली में ४५९ लोगों के लिए 8049 पुलिसकर्मी वीआइपी सुरक्षा में लगे हैं और इन पर सालाना 341 करोड़ रुपये खर्च हो रहे हैं।
बेंच ने इन राज्यों के हलफनामों को रिकॉर्ड पर लिया और बाकी राज्यों को दो दिन के भीतर इसे दाखिल करने का निर्देश दिया। ऐसा न करने पर गृह सचिवों को बुलाया जाएगा।दिल्ली का हाल आम की बात करने वाले हमारे नेता किस तरह खास की देखभाल करते हैं। यह बताने के लिए यह खबर काफी है। कब राजनेताऔं को हमारी चिंता होगी। देश के विभिन्न राज्यों में मंत्रियों और तमाम वीआईपी लोगों की सुरक्षा पर होने वाले बेहिसाब खर्च पर सुप्रीम कोर्ट ने ऐतराज जताया है।
जहां सरकार 800 लोगों के पीछे एक सुरक्षा कर्मी तैनात करती है, वहीं एक वीआईपी के पीछे तीन जवान तैनात किए जाते हैं
सुप्रीम कोर्ट ने दो दिन के भीतर सभी राज्यों से वीआईपी सुरक्षा पर होने वाले खर्च का पूरा ब्यौरा मांगा है।न्यायमूर्ति जीएस सिंघवी की अध्यक्षता वाली पीठ ने कहा कि अगर यहीं पैसा महिलाओं की सुरक्षा पर लगाया जाता तो अच्छा होता।उन्होंने यहां तक कहा कि दिल्ली की मुख्यमंत्री खुद मानती हैं कि यहां महिलाएं सुरक्षित नहीं हैं। इससे हालात का पता चलता है। याचिकाकर्ता अभय सिंह का कहना है कि कुछ लोग यूपी में सुरक्षा लेते हैं और फिर दिल्ली में भी आकर अलग से सुरक्षा ले लेते हैं।देश में सुरक्षा के नाम पर आम और खास के बीच कितनी बड़ी खाई है
