(Delhi)Encourage Work-from-Home for Nursing Mothers,Centre’s Advice
Government has issued an advisory to all the State Governments/UTs to encourage work-from-home for nursing mothers under the enabling provision for permitting work from home for nursing mothers under the Section 5(5) of the Maternity Benefit (Amendment) Act, 2017.
The Act provides that where the nature of work assigned to a woman is of such nature that she may work from home, the employer may allow her to do so after availing of the maternity benefit for such period and on such conditions as the employer and the woman may mutually agree.

He has also served as the Principal Secretary in the Dept. of Labour & Employment and Women & Child Development in the Government of Jharkhand.
Shri Bhatia, holds an M.Phil in Defence & Strategic Studies from the Madras University, Masters degree in Business Administration from Faculty of Mgmt. Studies, University of Delhi and a Masters in International Development from Harvard University, Cambridge, USA. He is a graduate in Mechanical Engineering from Punjab Engineering College, Chandigarh. He has various research papers on Governance and Social Protection to his credit.

The data in respect of number of Rag Pickers is not available. With Govt This was accepted by Bandaru Dattatreya, the Minister of State (IC) for Labour and Employment, in reply to a question in Lok Sabha today
The Government has enacted “Un organised Workers’ Social Security Act, 2008” for the welfare of un organised workers and the Rag Pickers are covered there under. The Act provides for formulation of suitable welfare schemes for unorganised workers on matters relating to:
(i) life and disability cover,
(ii) health and maternity benefits,
(iii) old age protection and
(iv) any other benefit as may be determined by the Central Government through the National Social Security Board. Various Schemes, formulated by the Government to provide social security cover to the unorganized workers, listed in the Schedule I of the above Act are as under:
i.Indira Gandhi National Old Age Pension Scheme. (Ministry of Rural Development)
ii.National Family Benefit Scheme. (Ministry of Rural Development)
iii.Janani Suraksha Yojana. (Ministry of Health and Family Welfare)
iv.Handloom Weavers’ Comprehensive Welfare Scheme. (Ministry of Textiles)
v.Handicraft Artisans’ Comprehensive Welfare Scheme. (Ministry of Textiles)
vi.Pension to Master Craft Persons. (Ministry of Textiles)
vii.National Scheme for Welfare of Fishermen and Training and Extension. (Department of Animal Husbandry, Dairying & Fisheries)
viii.Aam Aadmi Bima Yojana. (Department of Financial Services).
ix.Rashtriya Swasthya Bima Yojana. (Ministry of Health and Family Welfare)
In addition to the above, the Rag Pickers have also been extended scholarship benefits under the scheme namely “Pre-matric scholarship for children of those engaged in occupations involving cleaning and prone to health hazards”.
Under the Scheme there is a provision of scholarship of Rs. 750/- per annum to the students who are day scholars studying in classes I to X and Rs. 1000/- per annum to hostellers studying in classes III to X.
The Act also enjoins upon State Governments to formulate schemes relating to
(a) provident fund;
(b) employment injury benefits;
(c) housing;
(d) educational schemes for children;
(e) skill upgradation of workers;
(f) funeral assistance; and
(g) old age homes.

Govt Selects 54 Workers For PM Shram Awards:No Shram Ratna For 2014

[New Delhi] Govt Selects 54 Workers For Prime Minister Shram Awards No SHRAM RATNA for the Year 2014
The Government of India today announced the Prime Minister’s Shram Awards for the year 2014 to be awarded to 54 workers employed in the Departmental Undertakings & Public Sector Undertakings of the Central and State Governments and Private Sector Units employing 500 or more workers in recognition of their distinguished performances, innovative abilities, outstanding contribution in the field of productivity and exhibition of exceptional courage and presence of mind.
This year, nine nominations for the Shram Bhushan Award,
Nineteen nominations for Shram Vir/Shram Veerangana and
twenty six nominations for Shram Shree/Shram Devi Awards
have been selected.
Even though, the total number of Shram Awards is 32, the number of workers receiving the Awards is 54 (Including 3 women), as some of the Awards have been shared by workers and/or teams of workers consisting of more than one worker. These include 36 workers from the public sector and 18 workers from the private sector.
[A]SHRAM RATNA
This is the highest Award (one in number) among the Shram Awards and carries a cash award of Rs.2,00,000/- along with a ‘Sanad’. For the year 2014, the prestigious Shram Ratna Award has not been awarded to any one as secrening committee did not consider any nominee eligible for the award.
[B]SHRAM BHUSHANM
Total number of Shram Bhushan Awardees are nine. It carries a cash award of Rs. 1,00,000/- and a ‘Sanad’. Nine nominations were found suitable for the Shram Bhushan Award for the year 2014 in respect of Public Sector Undertaking and Private Sector. These are to be given to

[New Delhi] Centre Implementing Conversion Of Employment Exchanges into Career Centres
Indian Government has decided to convert the Employment Exchanges into Career Centres,For Which Govt Will Collaborate With State Govts.
The Government is implementing the National Career Service Project for linking employment exchanges and other institutions using technology to provide a variety of employment related services like career counselling, vocational guidance, information on skill development courses, apprenticeship, internships. These service are available online on the National Career Service Portal supported by Call Centre/Helpdesk.
Further, the Government has decided to convert the Employment Exchanges into Career Centres in collaboration with the State Governments for providing employment services to the students and job-seekers along with other employment related assistance.
Guidelines have been circulated to States/UTs for adoption.
The portal is accessible to all employers both government and private to register and post their vacancies and shortlist the candidates.

केंद्र सरकार के खातों में घरेलू कामगारों के आंकड़े नहीं हैं फिर भी बीमा योजना के लाभ बुक किये जा रहे हैं

श्रम एवं रोजगार मंत्रालय का मानना है कि केंद्रीय स्तर पर घरेलू कामगारों[ Domestic Workers ]के आंकड़े रखे नहीं जाते इसके बावजूद दावा किया गया है कि देश में करीब 26.91 लाख घरेलू कामगार मौजूद हैं और इन्हें राष्‍ट्रीय स्‍वास्‍थ्‍य बीमा योजना (RSBY) के लाभ भी प्रदान किए हैं।
खान, इस्‍पात और श्रम एवं रोजगार राज्‍यमंत्री विष्‍णु देव साई का कहना ही कि केंद्रीय स्‍तर पर घरेलू कामगारों के बारे में कोई डाटा नहीं रखा जाता। तथापि, राष्‍ट्रीय प्रतिदर्श सर्वे की रिपोर्ट संख्‍या 554: भारत में रोजगार और बेरोजगारी की स्थिति के अनुसार देश में करीब 26.91 लाख घरेलू कामगार मौजूद हैं।
इसके अलावा घरेलू कामगारों के लिए एक राष्‍ट्रीय नीति का प्रारूप सरकार के विचाराधीन भी है।
लोक सभा में आज एक लिखित उत्‍तर में श्री साई ने बताया कि केंद्र सरकार ने घरेलू कामगारों सहित असंगठित क्षेत्र के कामगारों की सामाजिक सुरक्षा के लिए असंगठित कामगार सामाजिक सुरक्षा अधिनियम, 2008 बनाया है।
सरकार ने घरेलू कामगारों को राष्‍ट्रीय स्‍वास्‍थ्‍य बीमा योजना (आरएसबीवाई) के लाभ भी प्रदान किए हैं। विभिन्‍न श्रम कानून जैसे न्‍यूनतम मजदूरी अधिनियम 1948, कर्मचारी मुआवजा अधिनियम 1923, समान पारिश्रमिक अधिनियम 1979 भी इन घरेलू कामगारों पर लागू है।
केंद्रीय मंत्री ने बताया कि जब कभी घरेलू कामगारों के शोषण के बारे में कोई शिकायत प्राप्‍त होती है, तो देश के कानून के अनुसार उस पर कार्रवाई की जाती है।
राष्‍ट्रीय प्रतिदर्श सर्वेक्षण संगठन के आकड़ों के अनुसार वर्ष 2009-10 में श्रमशक्ति की कुल संख्‍या 46.5 करोड़ थी। इसमें से करीब-करीब 2.8 करोड़ (6 प्रति‍शत ) लोग संगठित क्षेत्र में थे अधिकांश श्रम कानून केवल संगठित क्षेत्र पर ही लागू हैं, जिनकी संख्‍या कुल श्रमशक्ति का करीब 6 प्रति‍शत ही है।
लोक सभा में एक अन्य लिखित उत्‍तर में विष्‍णु देव साई ने बताया कि सरकार ने श्रम सुधार लाने की दृष्टि से फैक्‍ट्री अधिनियम 1948 में संशोधन के लिए एक विस्‍तृत प्रस्‍ताव तैयार किया है। प्रस्‍तावित प्रमुख संशोधनों में निम्‍नलिखित शामिल हैं।
[१]कतिपय शर्तों के साथ फैक्‍ट्र‍ियों में महिलाओं के रात में काम करने पर प्रतिबंधों में छूट।
[२]एक तिमाही में ओवरटाइम (मौजूदा 50 घंटे) की समय सीमा को बढ़ाकर 100घंटे करना
[३]अपराधों को सम्मिश्र करने के संबंध में एक नई उपधारा को लागू करना।
[४]कामगारों की सुर‍क्षा के लिए व्‍यक्ति‍गत सुरक्षा उपकरण का प्रावधान/ फ्यूम और गैसों के प्रति ज्‍यादा सावधानियां।
[५]नियम बनाने के लिए केंद्र सरकार को शक्ति प्रदान करना (वर्तमान में एक राज्‍य सरकारें ही नियम बनाती हैं।)
केंद्रीय मंत्री ने बताया कि फैक्‍ट्री अधिनियम 1948 में संशोधन की प्रक्रिया में सरकार ने योजना आयोग के पूर्व सदस्‍य डॉ. नरेन्‍द्र जाधव की अध्‍यक्षता में 2011 में एक वि‍शेषज्ञ समिति की स्‍थापना की थी। इस वि‍शेषज्ञ समिति ने जनवरी से मार्च 2011 में कर्मचारी और कामगार संगठनों (ट्रेड यूनियन) को शामिल करते हुए बैठकों की एक श्रृंखला चलाई थी। ट्रेड यूनियनों और नियोक्‍ता प्रतिनिधियों के सुझावों पर वि‍शेषज्ञ समिति द्वारा विचार किया गया है।
