Mamta Showes No Mamta And Disallows BJP MPs To visit violence-hit Kaliachak
A ‘fact-finding’ team of BJP MPs was today stopped by district authorities from visiting Kaliachak which was hit by violence on December 3, as the political battle between Mamata Banerjee government and BJP over the incident hotted up.
MPs Bhupendra Yadav+Ram Vilas Vedanti + SS Ahluwalia, the lone BJP member of Parliament from the state, disembarked from Gaur Express at Malda Town station at around 6 AM but were asked by the police and district administration officials to turn back as prohibitory orders had been promulgated in Kaliachak.
“This act of West Bengal government is condemnable,” Yadav said as the MPs were forced to return by Howrah-bound Shatabdi Express.
The MPs stayed in the VIP lounge of the station for nearly three hours where they discussed the issue with senior district officials.
“The purpose of the visit was to console the people, to restore their confidence that something like this will not happen in future. Due to pressure from the state government, the district administration said that we cannot go there as Section 144 CrPC has been imposed.
The area has been made out of bounds for BJP leaders since the incident. On January 6, another BJP delegation led by Shamik Bhattacharya, its lone MLA in West Bengal Assembly, was not allowed to visit Kaliachak village, about 30 km from here.
Violence had broken out at Kaliachak on December 3 over an alleged remark of a BJP leader. Protesters had set fire to a police station and damaged vehicles.
Chief Minister Mamata Banerjee had said there was no communal tension in the area and described the incident as a fallout of an issue between BSF and the local people.
Several policemen have been transferred from Kaliachak police station following the incident.
The CPI(M) too has attacked the state government saying, “Kaliachak incident has shown that it has completely failed to control communal incidents and overtones”

[नयी दिल्ली] उच्च न्यायालय ने सम-विषम[ Odd/Even]की विवादित योजना के भविष्य पर फैसले के लिए तारीख़ दी 11 जनवरी |
सम-विषम वाहन योजना के भविष्य को लेकर दिल्ली उच्च न्यायालय 11 जनवरी को फैसला सुनाएगा। उसने आम आदमी पार्टी [आप] की विवादित बन चुकी इस महत्वाकांक्षी प्रायोगिक योजना को चुनौती देने वाली विभिन्न अर्जियों पर अपना आदेश आज सुरक्षित रख लिया।
आदेश आने तक यह योजना जारी रहेगी।न्यायमूर्ति जी रोहिणी और न्यायमूर्ति जयंत नाथ की पीठ ने अपना आदेश सुरक्षित रख लिया। उससे पहले दिल्ली सरकार ने पीठ को बताया कि एक जनवरी से शुरू हुई इस योजना की वजह से राष्ट्रीय राजधानी में पार्टिकुलेट मैटर [हवा में तैरते कण] का प्रदूषण स्तर में गिरावट नजर आयी है।
पीठ ने छह जनवरी को सरकार से प्रदूषण पर सम-विषम योजना के प्रभाव के बारे में सवाल किया था और उसने हफ्ते भर में इस योजना को बंद करने पर विचार करने को कहा था।दिल्ली सरकार की ओर से वरिष्ठ वकील हरीश साल्वे ने न्यायालय से कहा कि राष्ट्रीय राजधानी भीड़भाड़ के दौरान प्रदूषण के स्तर को घटाने के लिए पहली आपात कार्रवाई का प्रयोग कर रही है।
उन्होंने कहा कि यह विश्व की सर्वश्रेष्ठ पद्धति के अनुकूल है। वाहन शहर में दूसरे सबसे बड़े उत्सर्जक हैं और ये ही स्वास्थ्य संबंधी दुष्प्रभावों के लिए जिम्मेदार हैं।
उन्होंने कहा, ‘‘इस कार्यक्रम के पहले कुछ दिनों ने दिखा दिया है कि भीड़भाड़ के समय के प्रदूषण स्तर इस सीजन में सामान्य कोहरे के अधिकतम प्रदूषण स्तर से कम है जबकि मौसम भी प्रतिकूल है।’’ साल्वे ने कहा कि यह योजना राष्ट्रीय राजधानी में सड़कों पर भीड़ खत्म करने के लिए है और इससे प्रदूषणकम करने में योगदान मिला है।
, ‘‘भीड़ में फंसे वाहनों से उत्सर्जन उसके यूं ही खड़ा रहने तथा बार बार रफ्तार घटाने एवं बढ़ाने के के कारण दो गुणा बढ़ जाता है।’’

App-based taxi services like Ola +Uber are charging passengers much more than the rates prescribed under the law, Delhi High Court was informed today. This allegation was denied by the counsel for the app-based taxi service providers.
The allegation by the city government and an association representing radio cab operators was made before Justice Manmohan, who directed the government to file an affidavit on whether the app-based taxi services were overcharging people.
The court sought the affidavit after the government counsel orally alleged that the app-based cabs were charging very high rates and also not mentioning the distance travelled on the receipts given to passengers.
The court, thereafter, listed the matter for further hearing on March 15.
During the brief hearing, the Association of Radio Taxis contended that the app-based cab companies were not fully complying with the court order on plying of diesel cabs in the city and this was “disrupting the level playing field”.
It also alleged that these companies were charging passengers 3-4 times more than the stipulated rates, an allegation that was denied by the counsel for the app-based taxi service providers.
The court on October 14, 2015 had allowed app-based cab firms to ply diesel-run taxis from point-to-point in the national capital till March 1, 2016 by when they will have to completely shift to CNG.
It had made clear that for those companies which will not give an undertaking with regard to phasing out of their diesel cabs from capital roads, its July 2015 order has to be enforced strictly.
On July 29, 2015, the court had upheld the Delhi government’s January 1, 2015 order banning operations of app- based cabs till they complied with the guidelines of Radio Taxi Scheme of 2006, which was amended on December 26, 2014.
After the October 2015 order, Uber had told the court it has started phasing out diesel cabs and would completely phase them out by March 1, 2016. A similar statement was also made by Taxi for Sure, a subsidiary of Ola.
Ola had said it has already phased out diesel cabs and was using only CNG ones for point-to-point service in Delhi.

केंद्र सरकार ने डीडीसीए मामलों की जांच के लिए दिल्ली की “आप “सरकार द्वारा गठित एक सदस्यीय जांच आयोग को ‘‘असंवैधानिक और अवैध’’ घोषित कर दिया है।
इस अपेक्षित निर्णय से अवगत कराते हुए दिल्ली के उपराज्यपाल के कार्यालय की तरफ से जारी किये गये एक पत्र में कहा गया है ‘‘भारत सरकार के गृह मंत्रालय ने कहा है कि दिल्ली सरकार के सतर्कता निदेशालय की तरफ से जारी अधिसूचना असंवैधानिक और गैर-कानूनी है इसलिए कानूनी रूप से इसका कोई प्रभाव नहीं होगा।’’
दिल्ली सचिवालय पर एक माह पहले छापेमारी के बाद अरविंद केजरीवाल की अगुवाई वाली आप सरकार और केंद्र सरकार के बीच टकराव चरम पर पहुंच गया था और इसी दरम्यान दिल्ली और जिला क्रिकेट संघ [डीडीसीए]मामलों की जांच के दिल्ली सरकार के निर्णय को नामंजूर किया गया है।अब दोनों सरकारों के बीच जारी आरोप प्रत्यारोप के और बढ़ने की आशंका हो गयी है।
छापेमारी के बाद दोनों सरकारों के बीच तकरार शुरू हो गयी थी। केजरीवाल ने आरोप लगाया था कि छापेमारी का उद्देश्य ऐसे दस्तावेजों को जब्त करना था जिसमें डीडीसीए में कथित भ्रष्टाचार का ब्यौरा दर्ज था। उन्होंने कहा कि ये दस्तावेज कथित तौर पर उस दौरान के थे जब वित्त मंत्री अरूण जेटली डीडीसीए के प्रमुख थे।
केजरीवाल ने इसके बाद पूर्व सॉलिसिटर जनरल गोपाल सुब्रमण्यम की अध्यक्षता में एक जांच आयोग गठित करने का निर्णय लिया, तब सुब्रमण्यम ने कहा था कि दिल्ली सरकार को इस तरह के जांच आयोग के गठन का अधिकार है

Heavy fog disrupted flight operations at the Indira Gandhi International Airport today.
With the runway visibility dropping below the required limits, an IndiGo flight was diverted while many departures were put on hold since 0415 hours,
All landings are taking place under CAT-III B landing system,
CAT-III B allows the aircraft to land in visibility as low as 50 meters.Minimum visibility required for CAT III landing at Delhi Airport is 50 meters and for low visibility take-off operations (LVTO) it is 125 meters.
GMR-run IGIA is the only airport in the country equipped with CAT IIIB.
The residents of Delhi today woke up to dense fog with minimum temperature settling at 12 degrees Celsius, five notches above normal.
Safdarjung and Palam observatories, visibility was recorded By Weatherman less than 50 metres at 8 AM.
According to MeT department, humidity level in the morning was however 100 per centThe weatherman has predicted partly cloudy sky throughout the day.
“There will be partly cloudy sky and maximum temperature is expected to settle at 24 degrees Celsius,” the official further said.
Yesterday, the minimum temperature was recorded at 11.5 degrees Celsius in the national capital while maximum temperature was recorded at 24.7 degrees Celsius.
The first week of January this year has been the warmest January in at least 15 years.

Senior diplomat Pavan Kapoor has been appointed India’s ambassador to strategically important Israel, where he will succeed Jaideep Sarkar.
Kapoor, a 1990 batch Indian Foreign Service Officer, is currently India’s High Commissioner in Mozambique capital Maputo.
“He is expected to take up his assignment shortly,” the External Affairs Ministry said in a statement.
The appointment assumes significance as Israeli Prime Minister Benjamin Netanyahu is likely to visit India this year.
Prime Minister Narendra Modi may also pay a return visit
India’s relations with Israel is on an upswing. President Pranab Mukherjee had visited Tel Aviv in October last year, becoming the first Indian Head of State to visit the Jewish nation.
India is Israel’s largest buyer of military hardware.
Israel has supplied various weapons systems, missiles and unmanned aerial vehicles over the last few years but the transactions have largely remained behind the curtains.
Kapoor, an MBA from IIM(A), also a has a Master’s degree in International Political Economy from the London School of Economics.
In his diplomatic career of two decades, he has served in different capacities in the Indian Missions in Moscow, London, Geneva and Kiev apart from serving in the Ministry of External Affairs and the Prime Minister’s Office.
He has also done a stint at the Commonwealth Secretariat in London as Political Adviser on Asia and Europe.
