[Chd,Har] Ashok Khemka Again Transferred in Haryana
The Haryana government on Sunday issued transfer and posting orders for nine IAS officers with immediate effect, including 1991-batch senior bureaucrat Ashok Khemka.
Ashok Khemka, principal secretary of Sports and Youth Affairs Department has been posted as principal secretary of Science and Technology Department, where he had been posted earlier as well.
The 1991-batch IAS officer had first been mentioned by the media in 2012 when he had cancelled the mutation of a land deal between Congress leader Sonia Gandhi’s son-in-law Robert Vadra’s Skylight Hospitality and major real estate developer DLF.
The IAS officer, who was posted for nearly 15 months in the Sports and Youth Affairs Department, headed by Minister Anil Vij, has been transferred over 45 times in his career so far.
The other IAS officers transferred include Amit Jha, additional chief secretary of Medical Education and Research, advisor to Haryana Saraswati Heritage Board and additional chief secretary of Science and Technology Department. He has been posted as additional chief secretary of Sports and Youth Affairs Department and advisor to Haryana Saraswati Heritage Board, an official release said here.
Siddhi Nath Roy, additional chief secretary of Forests and Wildlife Department, has been given additional charge of Food, Civil Supplies and Consumer Affairs Department as Additional Chief Secretary.
Rajeev Arora, chief resident commissioner of Haryana Bhawan, New Delhi and additional chief secretary of Health and Family Welfare Department, has been given additional charge of Medical Education and Research Department.
Apoorva Kumar Singh, principal secretary of Town and Country Planning and Urban Estates Department, has been given additional charge of Faridabad Metropolitan Development Authority as its chief executive officer.
Amit Kumar Agrawal, Excise and Taxation commissioner and Excise and Taxation Department secretary and nodal officer of International Gita Mahotsav, 2018 has been given additional charge of Haryana Medical Services Corporation Limited as managing director.
Wazeer Singh Goyat, secretary of Finance Department, has been given additional charge of Development and Panchayats and Rural Development as director general and secretary of Development and Panchayats Department.
Chander Shekhar, secretary of Haryana Secretariat Establishment and Cooperation Departments has been posted as secretary of Haryana Human Rights Commission.
Vijay Kumar Siddappa Bhavikatti, director of Development and Panchayats and Rural Development and additional secretary of Development and Panchayats Department has been posted as additional secretary of Finance Department.

The CIC has rejected a plea of whistle blower IAS officer Ashok Khemka seeking compensation from PMO and penalty on an official for delay in disclosing a letter from Congress chief Sonia Gandhi letter to the then Prime Minister on the suspension of IAS officer Durga Shakti Nagpal by the Uttar Pradesh government.
Khemka claimed that Prime Minister’s Office did not furnish him the letter from Gandhi to the then Prime Minister Manmohan Singh on Nagpal’s suspension within mandatory 30 days, hence the Central Public Information Officer should be penalised.
He claimed the letter was available with various TV channels but he was not furnished a copy.
The PMO stated that the inputs were sought from the office concerned for providing information to the appellant and on receiving inputs from the office a copy of the inputs/note was provided to the appellant.
It said the matter was also discussed in the Cabinet for changes in the All India Service Rules and hence attracted exemption from the RTI Act.
Khemka said the PMO had never informed him whether the letter in question has ever been a part of the agenda item to be put up before the Cabinet. He stated that the sought-for information was wrongly treated by the respondent as Cabinet paper and this may set a bad precedent.
Alleging that the delay has caused a loss to him in service matters, he demanded penalty on the CPIO along with a suitable compensation to be granted to him.
However, Chief Information Commissioner R K Mathur said citing high court orders, “This Commission is of the considered view that the crux of the penalty provisions is that the PIO should have obstructed the supply of the information with intent or should have acted consciously and deliberately in a manner so as to block the provision of the information.”
He said in the instant matter it cannot be said that the PIO acted out of any malice or with intent to deny the information sought by the appellant.
He said”It would not be appropriate to impose any penalty upon the respondent and award any compensation to the appellant,” .

केंद्र और राज्य सरकारें भी पीड़ितों की मदद के लिए आगे आ रही हैं राष्ट्रीय आपदा कोष [PMNRF]से मरने वालों के लिए छह लाख [४+२]रुपये और घायलों के लिए ५० हजार दिए जाने की बात कही गई है |इन राहत कार्यों से किसी को कोई इंकार नहीं है इसके पीछे छुपी परोपकार की भावना से भी कोई इंकार है लेकिन समस्या का फौरी इलाज ही होता दिख रहा है |कुकुरमुत्तों से उग रहे कंक्रीट के जंगल+अनियमित सघन कालोनियां भूकम्प के झटके झेलने को सक्षम नहीं हैं|यहाँ तक के नई कालोनियां के मात्र दावे ही नजर आ रहे हैं |पुराने जर्जर भवनों के पुनर्द्धारकी योजनाओं से हर कोई बचता फिर रहा है |अनियमित+असुरक्षित+गैर कानूनी कालोनियों के वैकल्पिक व्यवस्था के बजाय मात्र उन्हें रेगुलराइस करने की राजनीती ही परवान चढ़ती जा रही है|
ऐसा नहीं की समाज इस सत्य से +समस्या से अनजान है शायद इसीलिए अब आरटीआई के सहारे व्यवस्थापकों को कटघरे में खड़ा किया जाने लगा है
सूचना प्राप्ति कानून के अंतर्गत रु.१०/- का पोस्टल आर्डर भेज कर जवाब माँगा जाने लगा है|आर टी आई एक्टिविस्ट ग्रुप ट्रैप ने भी यूं पी के मुख्य मंत्री से डिस्ट्रिक्ट डिसास्टर मैनेजमेंट प्लान की जानकारी मांगी है |एक्टिविस्ट खेमानी ने प्रदेश सरकार से पुछा है कि खेमानी के अनुसार केंद्र सरकार के निर्देशानुसार प्रत्येक जिले में (DDMP)बनाने के निर्देश सन २०१४ में प्रदान किये गए थे एवम इस मद में केन्द्रीय सरकार करोडो रुपयों का फंड राज्य सरकारों को प्रदान करती है चूँकि यह हमारी स्वतंत्रता एवम जीवन से सम्बंधित है सूचना कानून की धारा ७ (१) के अनुसार ४८ घंटे में सूचना प्रदान करने का आग्रह किया गया है इनमे से कुछ निम्न हैं
१] डिस्ट्रिक्ट डिसास्टर मैनेजमेंट प्लान (DDMP) के अंतर्गत जिले में आवंटित एवम प्राप्त रकम की राशि सन २०१३, २०१४ एवम २०१५ प्रदान करे
२] डिस्ट्रिक्ट डिसास्टर मैनेजमेंट प्लान (DDMP) के अंतर्गत जिले में प्रशिक्षण दिए गए सभी व्यक्तियों की सूचि, उनके विभाग सहित प्रदान करे|
यहाँ यह बतलाना भी जरूरी है कि हरियाणा के बहुचर्तित वरिष्ठ आई ऐ एस अधिकारी अशोक खेमका ने भी ट्वीट करके व्यवस्था पर चिंता व्यक्त की हैश्री खेमका ने नेशनल कैपिटल रीजन [एन सीआर ]में भूकम्प रोधी बिल्डिंग्स निर्माण को कानूनी जरूरत बनाये जाने और भूकम्प को पूर्व सूचना पर शोध को जरूरी बताया है
