सीजीएचएस[ CGHS ] पैनल के 24 अस्पतालों को कारण बताओ नोटिस[ Show Cause Notices ] जारी किया गया है जबकि ५ को अस्पतालों को छह महीने की अवधि के लिए पैनल से हटा दिया गया है |लाभार्थियों को कैशलेस/क्रेडिट सुविधाएँ नहीं दिए जाने के कारण यह कार्यवाही की गई है |
मालूम हो कि सीजीएचएस पैनल के निजी अस्पताल इस सुविधा के हकदार लोगों को अस्पताल का बिल चुकाते समय उधार की सुविधा नहीं दे रहे हैं। इन अस्पतालों के समूह ने इस इंकार के पीछे निचले स्तर की पैकेज दर और अस्वीकार्य कटौती आदि को भी अन्य कारण बताया है।इन अस्प्तालों ने सर्कार पर दो सौ करोड़ रुपयों की लेन दारी लंबित होने के आरोप लगाये हैं |
गौरतलब है कि सीजीएचएस सेवा के अंतर्गत पैनल में आने वाले 407 अस्पतालों में से 24 अस्पतालों ने सेवा के लाभार्थियों को उधार सुविधा देने से मना किया हुआ है|
इन अस्पतालों को कारण बताओ नोटिस जारी किया गया है और इनमें से पांच अस्पतालों को छह महीने की अवधि के लिए या आगामी आदेश तक (जो भी पहले) पैनल से हटा दिया गया है। मंत्रालय द्वारा इन अस्पतालों के नाम उजागर नहीं किये हैं
स्वास्थय मंत्रालय द्वारा इस संदर्भ में, सीजीएचएस लाभार्थियों को किसी भी अफवाह पर ध्यान ना देने का सुझाव दिया गया है क्योंकि बहुत से निजी अस्पतालों से सीजीएचएस लाभार्थियों के लिए कैश्लैस/बिना नकदी जमा कराए सेवाएं अभी भी जारी है। स्वास्थ्य एंव परिवार कल्याण मंत्रालय ने यह सुनिश्चित करने का आश्वासन दिया है कि सीजीएचएस पैनल में आने वाले निजी अस्पताल सीजीएचएस के साथ हुए समझौते में तय नियमों और शर्तों के अनुसार सीजीएचएस लाभार्थियों को कैश्लैस/बिना नगदी जमा कराये सुविधा प्रदान करे। स्वास्थ्य एंव परिवार कल्याण मंत्रालय ने प्राथमिकता के आधार पर इन अस्पतालों के बकाया बिलों के भुगतान के लिए आवश्यक कदम उठाये हैं और अधिकतर का भुगतान हो चुका है।
सीजीएचएस ने पारदर्शी टेंडर प्रक्रिया के जरिये नयी पैकेज दरों के लिए निविदा आमंत्रित की है। इसकी अंतिम तिथि 16 मार्च 2014 थी। टेंडर प्रक्रिया को जल्द पूरा करने के लिए कदम उठाये जा रहे हैं।

सीजीएचएस के लाभार्थियों को कैशलेस और क्रेडिट सेवायें जारी रखने के लिए स्वास्थ्य मंत्रालय द्वारा जारी आदेश को पैनल वाले निजी अस्पतालों ने ठुकरा दिया |इन निजी अस्पतालों को 200 करोड़ रूपये से अधिक की राशि देय है कुछ केसों में यह देयता ढाई सालों से लंबित है इस व्यवस्था से परेशान सीजीएचएस के पैनल वाले निजी अस्पतालों ने लाभार्थियों को कैशलेस सुविधा देने से मना करना शुरू कर दिया केंद्र सरकार के स्वास्थ्य मंत्रालय ने इसे भ्रामक बताया और बीते दिन लाभार्थियों को मार्गदर्शित नहीं होने का आग्रह किया था |
केंद्र सरकार ने अस्पतालों को एक हफ्ते में भुगतान किए जाने का शवासन दिया | सरकार के इस आश्वासन से सहमत नहीं होते हुए स्वास्थ्य सेवा प्रदाताओं ने कैशलेस सेवाएं जारी नहीं रखने पर आगे बढ़ने का आज फैसला किया। केंद्र सरकार स्वास्थ्य योजना :सीजीएचएस: के तहत अस्पताल 200 करोड़ रूपये से अधिक की लंबित राशि का फौरन भुगतान किए जाने की मांग कर रहे हैं।
इसे पूर्व सीजीएचएस के पैनल वाले निजी अस्पतालों द्वारा सीजीएचएस के पात्र लाभार्थियों को कैशलेस सुविधाएं देने से मना करने के संबंध में मंत्रालय द्वारा स्पष्टीकरण जारी किया गया था |भुगतान में देरी के लिए बजट संबंधी रुकावट कारण बताया गया था
स्वास्थ्य और परिवार कल्याण मंत्रालय ने इसके लिए विशेष पहल का आश्वासन देते हुए एक सप्ताह के भीतर लंबित कार्यों को निपटा दिए जाने की संभावना जताई थी

CGHS empanelled private hospitals Are Directed To Continue cashless /credit facilities to the eligible CGHS beneficiaries.It Is also ensured that Delay in payments in the last quarter of the financial year is due to budgetary constraints which is not a new phenomenon and the hospitals are aware of it.
Ministry of Health and Family Welfare ,In This Regards, has taken special steps and the pendency is likely to be cleared within a week.
In A Press Note, Ministry of Health and Family Welfare ,Has Stated That There have been reports in the Media that private hospitals on the panel of CGHS are denying credit facilities to the eligible CGHS beneficiaries for delay in settlement of hospitals bills. Lower package rates and inadmissible deductions etc. have also been reported to be the other reasons for withdrawal of agreed cashless /credit facilities.
In this regard, the CGHS beneficiaries are advised not to be guided by such misleading information. Delay in payments in the last quarter of the financial year due to budgetary constraints is not a new phenomenon and the hospitals are aware of it. Ministry of Health and Family Welfare has taken special steps and the pendency is likely to be cleared within a week.
CGHS has already invited bids for revision of package rates through a transparent tender process. The last date for submission of bids is 10th March, 2014. Measures have also been taken to streamline the payment related issues in the ensuing empanelment process.
The Ministry of Health and Family Welfare will ensure that the CGHS empanelled private hospitals continue to extend cashless /credit facilities to the eligible CGHS beneficiaries in compliance with the terms and conditions as laid down in the Memorandum of Agreement signed by them with CGHS. As per the information received by the Ministry, most of the private hospitals are continuing to extend the cashless facilities to the CGHS beneficiaries.

Under Central Government Health Scheme,[ CGHS ] there is no provision for treatment abroad. However There Is Provision for such treatment under the Central Services (Medical Attendance) Rules, 1944 Which Requires Permission with the approval of Standing Committee headed by the Director General of Health Services only And This Provision Is For Exceptional Cases in which the treatment is not available in India.
Union Minister for Health and Family Welfare Ghulam Nabi Azad Informed In Lok Sabha That This facility is available to all Central Government employees. On an average, 2 cases have been allowed per year in last three years for availing treatment abroad with the approval of the Standing Committee.
Shri Azad Stated That Every Department has separate budget provision for providing medical treatment to their employees. Accordingly, the expenses incurred on availing medical treatment by the serving employees under CGHS or CS (MA) Rules are reimbursed by the Department concerned to their employees. The employees of Ministry of Health and Family Welfare covered under CGHS have been allowed credit facility in empanelled hospitals for the sake of administrative convenience as the payments to the CGHS empanelled hospitals for providing medical treatment to the pensioner beneficiaries are also released by this Ministry. However, as per the terms and conditions of empanelment under CGHS, the empanelled hospitals are to provide treatment on cashless basis to all serving employees covered under CGHS for treatment under medical emergency.
The CGHS package rates for Angioplasty and Angioplasty with Balloon were revised in February, 2013 as per the advice of experts. The empanelled hospitals are expected to provide treatment as per the approved package rates. The ceiling rates for implants are revised from time to time and if any beneficiary intends to have implants of a specific brand, he/she can opt for the same if he/she agrees in writing to bear the additional expenditure.

Central Government Health Scheme (CGHS) empanels private hospitals for providing inpatient medical treatment to its beneficiaries. They may avail the requisite treatment with prior permission for procedures advised by CGHS and other government specialists / CMO–in-charge. CGHS pensioner beneficiaries are entitled for cashless medical treatment in the CGHS empanelled private hospitals. The empanelled private hospitals under CGHS provide treatment to the pensioners on credit /cashless basis for the procedures for which they are empanelled.
Ghulam Nabi Azad, Union Minister for Health and Family Welfare in a written reply to the Lok Sabha said that in case of emergency conditions empanelled hospitals are expected to provide treatment to pensioners on credit basis, even for conditions for which they are not empanelled and they are expected to shift the patient to another empanelled hospital after stabilization as per the Memorandum of Agreement (MoA) signed with government.
In case of violation of the terms of the Memorandum of Agreement, suitable action, including depanelment can be initiated against errant hospitals.
