[New Delhi] Ministry of Health and Family Welfare had launched the “National Programme for the Health Care of Elderly”(NPHCE) during the year 2010-11 to address various health related problems of elderly people.
.Under CGHS, there is a provision for domiciliary Physiotherapy in respect of CGHS beneficiaries under the following conditions:-
1]Orthopaedic disorders- Post Joint Replacement surgery in acute phase upto two weeks post discharge.
2] Neurological conditions- for upto six weeks in the following conditions:-
i)]Post-stroke.
ii)]Traumatic brain injury.
iii)]Gullian-Barre Syndrome.
iv)]Spinal Cord injury with significant disability/deformity.
v)] Motor neuron disease.
[3] Locomotor disability with a disability of over 80% who are totally dependent on care-giver based on the advice of tow government specialist, by certified care giver (Care giver means Rehabilitation Council of India certified personnel + Physiotherapist and occupational therapist (duly qualified diploma/degree holder).

There is no proposal to set up separate Central Government Health Scheme (CGHS) Out-Patient Department (OPD) centres for orthopaedics and paediatrics in all the Central Government Hospitals.
However, Paediatrics Specialists are posted in Safdarjung Hospital and Dr. Ram Manohar Lohia Hospital of Delhi. Two General Duty Medical Officers with PG qualifications in orthopaedics are posted in CGHS wing of Safdarjung Hospital.
There are no sanctioned posts of Orthopaedics Specialists for CGHS wing. There is no separate CGHS wing at Lady Harding Medical College and Smt. Sucheta kriplani Hospitals.
CGHS beneficiaries can avail consultation from specialists of any Government Hospital.

Minister for Health and Family Welfare,J P Nadda stated in the Rajya Sabha today that .The CGHS dispensaries have all the medicines required in emergency. As per the CGHS guidelines, a provision is there to keep medicines available to counter any medical emergency that might arise within the Wellness Centre.
Minister said that the Tray available with the nursing staff which contains most of the medicines required under emergency situation. Minister Assured That The availability of the medicines with their valid date of expiry in this Emergency Tray is checked on a regular basis and also during surprise checks.
Minister Informed The House that A complaint was received on 07.09.2013 from Sh. R. C. Khuntia, the then Member of Parliament in respect of pensioner beneficiary, Sh. B. K. Joshi regarding non-supply of life saving drugs on time by CGHS Bhubaneswar.The delay in supply was due to non availability of cancer medicine with the authorized stockiest.
In case the medicines are not available at the Wellness Centre, they are procured through local purchase. If any medicine is prescribed by the treating doctor that is required to be used immediately and if that medicine is not available in the Wellness Centre, authority slip is issued to the patient to collect the medicine from the authorized local chemist free of cost.

Government Tries To Reduce the Inconvenience Caused To CGHS Beneficiaries By Shifting Own Policy
With a view to plug the loopholes in the system, the Government decided on 25.8.2014 that only CGHS formulary medicines and those approved by Drug Controller General of India (DCGI) in India would be provided to beneficiaries under CGHS. The maximum period of issued medicines was also curtailed to one month instead of three months. It was decided ibid that only listed investigations/treatments at prescribed CGHS rates would be allowed.
The following measures have since been taken to overcome the inconvenience caused to the beneficiaries due to this shift in policy:
[1]The Government decided to adopt formularies of Ex- Servicemen Contributory Health Scheme (ECHS) and Employees State Insurance Corporation (ESIC) also in addition to the existing CGHS formulary.
[2]A technical committee under Chairmanship of Special DG has been constituted to consider inclusion/exclusion of medicines/ investigation/treatment/procedures /implant etc.
[3]A Group of experts has been constituted on 25.9.2014 to review CGHS formulary to avoid denial of essential medicines to CGHS beneficiaries and revising the formulary.
[4] Instructions have also been issued to CMOs In-charge vide Office Memorandum No. 2-2/2014/CGHS/PPT/CGHS-P dated 1.10.2014 to use their discretion to supply essential medicines to CGHS beneficiaries even though they do not figure in the formularies of CGHS/ECHS/ESIC.
[5] The Government also extended further relaxation to the beneficiaries by switching back to the previous arrangement regarding time period of issued medicines i.e. 3 months for chronic disease and 6 months in case of visit abroad.

केंद्र सरकार के अंतर्गत रक्षा मंत्रालय के सिविलियन पेंशनरों की समस्याएं अभी तक हल नहीं हुई हैं |
सरकार के ढुलमुल रवैय्ये के प्रति रोष व्यक्त करने के लिए सेवा निवृत कर्मचारी कल्याण समिति के डेलीगेट्स ने चौधरी चरण सिंह पार्कमें मीटिंग की और अपनी मांगों को दोहराया |पीड़ित पेंशनरों के अनुसार रक्षा सेवाओं के साथ कन्धा से कन्धा मिला कर देश सेवा में जुटे अनेकों विभागों से रिटायर हो रहे लाखों कर्मियों को सी एस डी सुविधा से महरूम कर दिया गया है|
आये दिन आश्वासन दिए जा रहे हैं लेकिन अभी तक कोई न्याय नहीं मिला है |ढाई सौ साल पुराने सी डी ऐ [डी ऐ डी]से रिटायर हुए अध्यक्ष लोकेशमूर्ति और सचिव नैन सिंह ने बताया की वर्तमान में लगभग दो लाख पेंशनरों का उत्पीड़न किया जा रहा है |रिटायरमेंट के बाद आर्थिक और सामाजिक सुरक्षा की ज्यादा जरूरत होती है लेकिन दुर्भाग से सदियों से चली आ रही सी एस डी को यूं पी ऐ सरकार ने अकारण बंद कर दिया और अब एन डी ऐ की सरकार से भी कोई राहत के संवाद प्राप्त नहीं हो रहे |
इस मीटिंग में सदस्यों ने निम्न लिखित समस्याएं बताई जिनके लिए केंद्र सरकार को लिखे जाने पर सहमति बनी
[१] सी एस डी कैंटीन से पेंशनरों को सामान की बिक्री शुरू की जानी चाहिए
[२]आश्रित बेटों की आयु सीमा को २५ साल से बढ़ा कर बेटियों के लिए निर्धारित आयु सीमा के सामान किया जाना चाहिए
[३]महंगाई भत्ता १००%से अधिक१०७%हो गया है बीते वेतन आयोग के अनुसार ५०% भत्ता मूल पेंशन में जुड़ना चाहिए
[४] स्वास्थ्य सेवाओं वाले सी जी एच एस में लैब टेस्टिंग के समय बढ़ाये जाने चाहिए

स्वास्थ्य और परिवार कल्याण मंत्रालय के अंतर्गत केंद्र सरकार स्वास्थ्य योजना सीजीएचएस में केवल 1,447 जेनरिक और 622 ब्रांडशुदा दवाओं की ही सलाह दी जाएगी।यह आदेश आज डॉ हर्षवर्धन ने जारी किये
स्वास्थ मंत्री ने बताया कि सीजीएचएस चिकित्सकों द्वारा मान्य दवा सूची के अतिरिक्त ब्रांडशुदा दवाओं की सलाह देने की शिकायतें भी मिलती रही हैं। इसे ध्यान में रखते लाभार्थियों और आम लोगों की सूचना के लिए ऐसी दवाओं की सूची उपरोक्त वैबसाइट पर प्रकाशित करने का फैसला किया गया है।
डॉ. हर्षवर्धन ने कहा कि भविष्य में केवल 1,447 जेनरिक और 622 ब्रांडशुदा दवाओं की ही सलाह दी जाएगी। केंसर और उससे मिलती जुलती बीमारियों में अपवाद स्वरूप इसके अतिरिक्त दवाएं लिखी जा सकती हैं।
इसके अतिरिक्त ये भी फैसला किया गया है कि सीजीएचएस लाभार्थियों को अधिकतम केवल एक महीने की दवाएं ही निशुल्क उपलब्ध कराई जाएंगी। उन्होंने बताया कि यदि वो अतिरिक्त इलाज के लिए विदेश जाते हैं तो ऐसे मामलों में निशुल्क दवाएं तीन महीने तक उपलब्ध कराई जाएंगी।
सीजीएचएस चिकित्सक ऐसी जांच और प्रत्यारोपण की सलाह नहीं देंगे जो कि सूचीबद्ध नहीं है। दवा, जांच, प्रणाली, प्रत्यारोपण तथा चिकित्सा प्रणाली की सूची को अपडेट करने के लिए तकनीकी समिति का गठन किया जा चुका है।
योजना में भ्र्ष्टाचार की रोकथाम के लिए ३० दिन से अधिक समय से लंबित मेडिकल क्लैम्स को वेबसाइट पर डाला जाएगा
डॉ. हर्षवर्धन ने कहा कि वो मंत्रालय के सभी विभागों में व्यापक स्तर पर सुधार पर विचार कर रहे हैं। “मैं हमारे कामकाज की जांच करने के लिए लोगों, खासकर मीडियो को प्रोत्साहित करता हूं ताकि कर्मचारियों को भ्रष्टाचार की कोशिश में नाकामी का अहसास होने लगे। इसके अतिरिक्त मैं भ्रष्टाचार के स्रोत को समाप्त करने के लिए सूचना और तकनीक का भी इस्तेमाल करूंगा।”

CGHS Scheme is now in operation in Allahabad ,Ahemdabad ,Bangalore , Bhubhaneshwar ,Bhopal ,Chandigarh , Chennai ,Delhi , Dehradun ,Guwahati , Hyderabad , Jaipur , Jabalpur , Kanpur , Kolkatta , Lucknow , Meerut , Mumbai , Nagpur , Patna , Pune , Ranchi , Shillong , Trivandrum and Jammu.But this facility is thrown open for Delhi Only.
Beginning September 1, 2014 the doors of 20 Central Government Health Scheme (CGHS) wellness centres will be thrown open to senior citizens from among the public for free consultation.This provision Is For Delhi Only
Dr Harsh Vardhan, Union Health Minister, unveiled today a pilot project with wide ramifications for the future of public health care. There was wide criticism of the CGHS’ closed door policy towards people in need of medical help who were not family members of central government employees.
” Dr Harsh Vardhan said. The service for senior citizens will be available on all working days between 1.30 pm and 3 pm. They will however not be given free medicines which is only for central employees.

The criteria fixed for setting up a Central Government Health Scheme (CGHS) dispensary in a particular area,Informed By The Minister are as under:-
(i) In an existing CGHS city:- For opening of a new Allopathic CGHS dispensary in an existing CGHS city, there has to be a minimum of 2000 Card holders (serving employees of Central Government and Central Civil pensioners).
(ii) Extension of CGHS to a new City:- For extension of CGHS to a new city, there has to be a minimum of 6,000 Card holders.
Exception
However, due to financial and other resource constraints it is not always possible to adhere to the above criteria.

Keeping in view the financial and other resource constraints, a decision has been taken not to expand CGHS to cover new cities/ areas. There are some States and UTs which do not have the presence of CGHS as yet. Accordingly, the Ministryat least one CGHS dispensary in the capital city of such States/UT’s namely, Himachal Pradesh, Chhattisgarh, Goa, Arunachal Pradesh, Tripura, Manipur, Mizoram, Sikkim, Nagaland, Gujarat and Pudduchery.
In addition, there is also a proposal to open one CGHS dispensary in Indore in compliance of the High Court’s directions.Central Govt. Health Scheme provides comprehensive health care to the CGHS Beneficiaries in India. The medical facilities are provided through Wellness Centres(previously referred to as CGHS Dispensaries) /polyclinics under Allopathic, Ayurveda, Yoga, Unani, Sidha and Homeopathic systems of medicines.

[नई दिल्ली] सी जी एच एस ने १५ हजार कर्मियों के स्वास्थ्य की निगरानी के लिए शास्त्री भवन में फर्स्ट ऐड पोस्ट खोला| डॉ हर्षवर्धन और स्मृति ज़ुबिन ईरानी ने इस “फर्स्ट एड पोस्ट” का उद्घाटन किया|
केन्द्रीय स्वास्थ्य एवं परिवार कल्याण मंत्री, डॉ. हर्षवर्धन ने केन्द्रीय मानव संसाधन विकास मंत्री, श्रीमती स्मृति ईरानी के साथ शास्त्री भवन में “प्राथमिक उपचार केन्द्र” (फर्स्ट एड पोस्ट) का उद्घाटन किया।
सीजीएचएस स्वास्थ्य देखभाल के लाभार्थियों के लिए इस पोस्ट को शास्त्री भवन के परिसर में खोला जा रहा है। यह केन्द्र शास्त्री भवन में विभिन्न मंत्रालयों और उसके आसपास के सरकारी कार्यालयों में तैनात लगभग 15 हजार कर्मचारियों को बी.पी. जांच+मरहम-पट्टी जैसी प्राथमिक उपचार और अन्य निर्दिष्ट सुविधाएं प्रदान करेगी। सीजीएचएस पहले से ही दिल्ली में इस प्रकार के पांच स्वास्थ्य केन्द्रों का संचालन कर रहा है। ये केन्द्रीय सचिवालय+संसद भवन+ विटठ्ठल भाई पटेल हाउस+ सुप्रीम कोर्ट + निर्माण भवन के परिसरों में स्थित है। अनेक कर्मचारी नियमित रूप से इन प्राथमिक उपचार केन्द्रों से आपातकालीन स्वास्थ्य सेवाओं का लाभ उठाते है।
