Prashant Kumar Panda, special secretary to Delhi Chief Minister Arvind Kejriwal, has been transferred to Puducherry following an order of the Union Home Ministry.
Since the AAP government was formed, the Delhi government and bureaucracy have been at loggerheads on a range of issues.
In December 2015, DANICS officers went on mass leave for one day when two special home secretaries were suspended by Delhi Home Minister Satyender Jain.
The services department of Delhi government yesterday issued an order relieving the 2007-batch IAS officer with effect from March 19 after getting an approval from Lt Governor Anil Baijal.
Last month, the Home Ministry had issued an order transferring nine IAS officers of Delhi government, including Panda.
The relieving order of the special secretary to the Delhi chief minister came a day after V K Jain, Advisor to Kejriwal, resigned citing personal reasons. Jain had been questioned by Delhi Police in connection with the alleged assault on Chief Secretary Anshu Prakash.
There are around 70 IAS and 450 Delhi, Andaman and Nicobar Islands Civil Service (DANICS) officers working with the Delhi government.

He was appointed to the post in September last year, days after he had retired as the CEO of the Delhi Urban Shelter Improvement Board (DUSIB).
Anshu Prakash was allegedly assaulted by AAP MLAs during a meeting at the chief minister’s residence in the evening of February 19.
As per Delhi Police Jain disclosed that AAP MLAs Prakash Jarwal and Amanatullah Khan surrounded the chief secretary and saw them assaulting him at Kejriwal’s residence.

In his complaint, Chief Secretary Anshu Prakash had alleged that he was sitting on a sofa flanked by Amantullah and another AAP MLA during the Monday night meeting, and without provocation, the two legislators “started hitting and assaulting” him “with blows on head and temple”. The Aam Aadmi Party (AAP) has denied the allegations.
Khan, MLA from Okhla , was accompanied by a large group of supporters as he arrived at the police station at noon. He was later handed over to the Civil Lines police.
The Victim officer claimed he was questioned about the AAP government’s media publicity during the meeting, while the AAP functionaries say he was called to discuss complaints on ration distribution.
The chief secretary in his complaint alleged that the assault was “premeditated” and a “conspiracy” of all those present.

Four more AAP MLAs today moved the Delhi High Court against their disqualification as Delhi Assembly legislators for holding offices of profit.
Their pleas came up for hearing before a bench of Justices Sanjiv Khanna and Chander Shekhar which issued notice to the Election Commission (EC) seeking its response on the MLAs’ petitions.
The bench said the pleas of Naresh Yadav, Adarsh Shastri, Sanjeev Jha and Rajesh Gupta would be now heard along with the other eight AAP MLAs, which is scheduled for hearing today itself.
The EC in its response filed last week told the high court that the pleas were not maintainable and were liable to be dismissed.
It said the AAP MLAs have challenged the EC’s recommendation, which is non-existent once President Ram Nath Kovind has taken a decision on it.
The eight MLAs, in their response to the EC affidavit, said the poll panel was acting like a private litigant and not behaving as a quasi-judicial authority.
Initially, the petitions were filed by eight AAP MLAs — Alka Lamba, Kailash Gahlot, Sharad Kumar, Madan Lal, Sarita Singh, Rajesh Rishi, Som Dutt and Nitin Tyagi.
The high court had on January 24 refused to stay the Centre’s notification disqualifying the MLAs but restrained the EC from taking any “precipitate measures” such as announcing dates for by-polls.
On January 30, the court extended till today the interim order restraining the EC from issuing any notification announcing by-elections to fill the vacancies of the 20 assembly seats whose legislators had been disqualified.
The high court had on January 29 transferred the appeal of AAP MLAs against their disqualifications by the president on the recommendations of the EC to the division bench.
The EC had recommended the disqualifications of 20 AAP MLAs on January 19. The president approved their disqualifications.
The 20 disqualified MLAs include Adarsh Shastri (Dwarka), Alka Lamba (Chandni Chowk), Anil Bajpai (Gandhi Nagar), Avtar Singh (Kalkaji), Kailash Gahlot (Najafgarh) — who is also a minister — Madan Lal (Kasturba Nagar), Manoj Kumar (Kondli), Naresh Yadav (Mehrauli), Nitin Tyagi (Laxmi Nagar), Praveen Kumar (Jangpura).
The others are Rajesh Gupta (Wazirpur), Rajesh Rishi (Janakpuri), Sanjeev Jha (Burari), Sarita Singh (Rohtas Nagar), Som Dutt (Sadar Bazar), Sharad Kumar (Narela), Shiv Charan Goel (Moti Nagar), Sukhbir Singh (Mundka), Vijendar Garg (Rajinder Nagar) and Jarnail Singh (Tilak Nagar).

In another Incident A fire broke out at a shoe factory in Peeragarhi and one fireman Kuldeep was injured during an operation to put out the blaze, A call was received around 2.50 am about the fire and 20 firetenders were rushed to the spot, said an official from the DFS.
The cause of the fire is yet to be ascertained.
Last month, a fire ripped through a firecracker unit in Bawana killing 17 people, including 10 women.

The Delhi High Court today sought to know from the AAP government and the police measures they have taken on a plea seeking a ban on loudspeakers atop religious structures in the national capital.
A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar also directed the Delhi Police to place before it the standing order, that they have claimed to have issued, with regard to usage of loudspeaker at religious places.
The bench further said publicity is important as people have to know norms and consequences in case of violation.
The court was hearing a PIL, filed by an activist Sanjjiiv Kkumaar, which said banning of loudspeakers will not violate Article 25 or 26 (Articles on Freedom of Religion) of the Constitution.
The plea said loudspeakers were never part of any religion as the instrument came into existence only in 1924.

The Delhi government’s Public Works Department has directed field-inspection of all its flyovers
The department has asked its engineers that gaps on any flyover should be attended to immediately, to ensure safety of motorists.
Last month, a 10-feet-long and eight to 10 inches wide gap was detected between one of the five girders at Lajpat Nagar flyover, prompting the Delhi traffic police to advise two-wheelers to avoid the stretch till it was repaired.
The repair-work lasted for around a month.
Earlier this month, Akshardham flyover had developed a crack.

The three-day session of the Delhi Assembly began on a stormy note today, with the AAP legislators raising the issue of the ongoing sealing drive against properties which are allegedly in violation of municipal norms.
Speaker Ram Niwas Goel adjourned the House for 15 minutes as several AAP MLAs rushed to the Well of the House carrying placards against the BJP-ruled municipal authorities as soon as the proceedings started.
The AAP legislators, who have an overwhelming majority in the 70-member Assembly, kept raising slogans against the BJP even as Goel appealed to them to return to their seats.
After the House resumed, the AAP MLAs raised the issue again forcing the speaker to adjourn proceeding for another 15 minutes.
Meanwhile, AAP workers and traders affiliated to the party took out a march against the sealing drive from its headquarters at Rouse Avenue near central Delhi’s ITO around 1 am.
The sealing drive, which started last month, have been undertaken by the BJP-controlled civic bodies on the instruction of a Supreme Court-appointed monitoring committee.
More than 50 commercial units in the posh Defence Colony Market were sealed on December 22 for “not depositing” conversions charges as per provisions in the city’s Master Plan 2021.
Subsequently, besides South Delhi Municipal Corporation (SDMC), north Delhi corporation and the New Delhi Municipal Council also sealed several properties in areas falling under their jurisdiction.
Action is being also taken against commercial properties for encroachments or illegal constructions.

The Delhi government can provide free water and electricity to those who have roof over their heads but can’t afford to pay monthly pension to the poor suffering from AIDS,
A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar said.
“Be realistic and reasonable. If you do not have money, then do not give things (like water and electricity) free to people,”
It said that poor people who were suffering from acquired immune deficiency syndrome (AIDS), were the ones who actually needed financial assistance, as they had families dependent on them.
The court said the amount of Rs 1,000, currently being paid per month to such people, was not even Rs 100 per day and asked the government to consider providing them minimum wages.
The bench was hearing a PIL initiated by it after receiving a letter from an AIDS victim, seeking enhancement of the Rs 1,000 pension he received to Rs 3,000.

Delhi Police has launched a preliminary inquiry into allegations of forgery+cheating+ fraud against
Chief Minister Arvind Kejriwal, his brother-in-law and a
public servant for alleged irregularities in grant of contracts for roads and sewer lines.
But FIR has not been lodged in the matter.
A complaint in this regard was lodged by Kislay Pandey, a lawyer, on behalf of the Roads Anti-Corruption Organisation (RACO), an NGO.
The complainant accused Kejriwal, his brother-in-law Surender Kumar Bansal, the proprietor of a construction company, and PK Kathuria, the then Executive Engineer in the Delhi government’s Public Works Department (PWD), of indulging in corruption.
The NGO, which claims to monitor public works, alleged that Bansal had submitted fake bills and invoices to the PWD.
It also claimed that there were documents that showed no material was actually purchased for completing the works.
It also alleged that the chief minister had caused substantive gains to Bansal and others by using his influence, adding that his role must also be probed.
