Rahul Sharma, founder of Roads Anti-Corruption Organisation (RACO) alleged that documents were “concocted and forged” by CM Arvind Kejriwal, Brother in Law Surender Kumar Bansal,,PWD ,causing a loss of over Rs 10 crore to the public exchequer.
Advocate Kislay Pandey, who filed the plea on behalf of the complainant, alleged that the role of the Chief Minister must be investigated as he had allegedly caused substantive gains to Bansal and others by using his influence.
The plea is likely to come up for hearing on February 23.

Chief Minister Arvind Kejriwal’s former Principal Secretary Rajendra Kumar has alleged that he was repeatedly told by the interrogators to implicate the CM.
In his letter to Delhi Chief Secretary, Kumar, a 1989 batch IAS officer, said he has never earlier experienced the kind of such utter “disregard” for system, process, protocol, transparency, decency which he had experienced first-hand in his own case.
Kumar,, alleged, “I was repeatedly told that I would be let free if I implicate Chief Minister Arvind Kejriwal” and added that this “may be this was the reason for the agency to go to such extraordinary length”.
“Not only this the CBI, just to force people to implicate me and the Chief Minister, has beaten up dozens of people and some of them sustained permanent major injuries,” Kumar alleged.
The officer, was principal secretary to the Chief Minister at the time of his arrest in July last year and subsequently suspended,
Reacting to the development, Kejriwal attacked Prime Minister Narendra Modi, saying “why the PM is so scared of us”.
“CBI raids my office, pressurises officer to implicate me. CBI raids Satyendar Jains office. Why are u so so scared of us Modi Ji? Chill (sic),” Kejriwal alleged in a tweet.
CBI had last month filed a charge sheet against Kumar for alleged criminal conspiracy, cheating and forgery under Indian Penal Code besides provisions of Prevention of Corruption Act along with eight others and Endeavour Systems private Limited.
It was alleged by CBI in the FIR that the accused persons had entered into a criminal conspiracy and caused a loss of Rs 12 crore to the Delhi Government in award of contracts between 2007 and 2015.
The FIR had also claimed that the officials had taken “undue benefit” of over Rs three crore while awarding the contract

Former top IAS officer Baijal Is 21st LG Of Delhi
Career bureaucrat Anil Baijal was today appointed as the new Lt Governor of Delhi, a post which has fallen vacant after sudden resignation of Najeeb Jung.
70-year-old Baijal, a 1969 batch IAS officer, had served as Union Home Secretary under the Atal Bihari Vajpayee government besides holding key positions in other ministries.
The President accepted the resignation of Jung and also ordered for appointment of Baijal, who will be the 21st Lt Governor of the national capital.
Baijal had retired from service in 2006 as Secretary, Urban Development Ministry. He is a former vice chairman of Delhi Development Authority.
Baijal was actively associated with the designing and roll-out of Rs 60,000 crore Jawaharlal Nehru National Urban Renewal Mission (JNNURM) launched by the Manmohan Singh government.
The former bureaucrat was also on the executive council of the think-tank Vivekananda International Foundation, several of whose former members have been appointed to senior positions by the Modi government including National Security Advisor Ajit Doval.
Jung had submitted his resignation on December 22, ending a nearly three-and-half-year-long eventful tenure, mostly marked by bitter confrontation with AAP government

Deputy CM Manish Sisodia inaugurated eight public libraries
Deputy Chief Minister Manish Sisodia today inaugurated eight public libraries constructed under Swaraj Fund in the Karawal Nagar assembly constituency in north east Delhi.
These libraries have been put together with the help of Citizen Local Area Development (C-LAD) or Swaraj fund. People chose them as priority projects in Mohalla Sabhas conducted in various assembly constituencies.
Karwal Nagar MLA and Water Minister Kapil Mishra was also present on the occasion.
Delhi Government claims to have conducted over 400 Mohalla Sabha meetings in 11 constituencies to ask, tabulate and execute works that the citizens wanted and needed in their community.
“To execute this, Delhi Government has piloted the Swaraj Fund, under which all development works would be proposed and awarded by Mohalla Sabhas, for which Rs 350 crore was allocated in 2015-16,”

In a sudden move, Delhi Lt Governor Najeeb Jung today resigned amid a protracted bitter confrontation with the AAP government.
Without citing reasons, Jung’s office said he has submitted his resignation to the Centre.
65-year-old Jung, a former IAS officer, had assumed charge of Lt Governor of Delhi on July 9, 2013.
The reason behind his surprise decision is not immediately known.
“Jung also thanked the people of Delhi for all their support and affection, especially during the one year of President’s Rule in Delhi, when he got unstinted support from them and which in turn helped run the administration in Delhi smoothly and effortlessly,”
Jung also thanked Chief Minister Arvind Kejriwal for his association in the last two years.
As per sources “Jung would be returning back to his first love, which is, academics,”

Public Works Department (PWD) of the Delhi government today started the work of sprinkling water on roads.
“Dust clearing and water sprinkling on PWD roads started (sic),” PWD Minister Satyendar Jain tweeted.
Earlier in the day, Chief Minister Arvind Kejriwal announced that schools in Delhi will remain closed till Wednesday besides temporary closure of the Badarpur Power Plant and prohibition on construction and demolition activities.
Kejriwal government also mulling over the possibility of bringing back the odd-even scheme. It was also going to discuss with the Centre the possibility of engineering artificial rain in the city which has turned into a “gas chamber” due to air pollution.

Pollution level breached the safe limit by over 17 times at places, prompting Chief Minister Arvind Kerjriwal to describe Delhi as a “gas chamber” and seek the Centre’s intervention.
Kejriwal appealed to people to minimise the use of private vehicles in view of the situation and switch to public transportation facilities.
The extent of pollution surpassed even the post-Diwali levels, while smog brought down visibility to around 200 metres across the city. Monitoring agencies recorded ‘severe’ quality air and advised people to avoid going outdoors.
Kejriwal told a press conference that the smog was mainly a product of raging farm fires in neighbouring Punjab and Haryana. Later, he raised the issue with Union Environment Minister Anil Dave in a meeting at the latter’s residence.
While the 24-hour average of respirable pollutants PM 2.5 and PM 10 was 355 and 482 micrograms per cubic metre respectively, real-time figures were alarmingly high.
Anand Vihar, for instance, recorded PM 10 level at 1,711 micrograms per cubic metre at 2 PM — around 17 times above the safe limit.
The safe limits of these ultrafine particles are 60 and 100 respectively.
Even the level of gaseous pollutants like NO2 violated the prescribed standards for human inhalation as per real-time readings.
Lt Governor Najeeb Jung has also called for a high-level meeting on Monday to take stock of the immediate, short-term and long term measures, in which he invited Kejriwal, health minister Satyendar Jain, environment minister Imran Hussain, the Delhi Chief Secretary, and representatives of Police and the civic bodies.
Kejriwal said vehicle restriction measures like ‘odd-even’ scheme will not be able to bring down the smog as initial studies suggest that the “large-scale” influx of pollutant-laden smoke from Punjab and Haryana has aggravated the situation.
He said the Delhi government has very few methods at its disposal and the Centre needs to intervene.

Metropolitan Magistrate Kishor Kumar granted relief to the politician on furnishing of a personal bond of Rs 50,000 and a surety of like amount.
Yadav had sought bail on the ground that other co-accused had already been granted the relief
The bail plea was opposed by the police on the ground that he was the main accused in the case and everything had happened at his instance.
It also said that he was an influential person and could tamper with evidence and influence witnesses and if granted the relief.
Delhi’s Matiala legislator, who was brought by the police from Gujarat, was sent to judicial custody yesterday by the court which had declined the police application seeking five- day police custody.
Last month, two property dealers, Deepak Sharma + Rinku Diwan, had alleged that Satish and Devinder, who worked in Yadav’s office, and an associate Jagdish were extorting money from them by threatening to get a building, where the property dealers were operating from, demolished.
A case was registered at Bindapur police station on September 13.
Following this, a non-bailable warrant was issued against the MLA by a court here on October 14 for allegedly not joining probe.
Police had alleged that the MLA was arrested under charge of running an extortion racket and there was concrete evidence against him for his arrest

The Delhi Commission for Women (DCW) will soon open one stop centres in 11 districts of the national capital to offer medical, legal and psychological aid to women who are victims of sexual harassment.
Theses will be funded by the Central government.
A decision in this regard was taken during a meeting of Chief Minister Arvind Kejriwal and Union Women and Child Development Minister Maneka Gandhi last month.
DCW Chief Swati Maliwal has shared a detailed plan of action in this regard with Maneka Gandhi.
“These centres will act as an extension of the Crisis Intervention Cell (CIC) and Rape Crisis Cell (RCC) being operated by the commission at present,” the statement said
