[New Delhi] Continued Ruckus Gets Sinked 24 AIADMK Parliamentarians
As many as 24 AIADMK members were suspended by Lok Sabha speaker Sumitra Mahajan Wednesday for the next five consecutive sittings for protesting and creating ruckus continuously in the House over the Cauvery issue.
Soon after the House reconvened after adjournment, AIADMK members trooped into the Well with placards and some flinging torn pieces of papers towards the table where Lok Sabha secretariat officials sit during proceedings.
A visibly peeved Mahajan suspended 24 members of AIADMK under rule 374 (A) that allows Lok Sabha speaker to suspend members in the event of grave disorder occasioned by a member coming into the Well of the House or abusing the rules of the House, among other things.
The Members suspended included K Ashok Kumar, R K Bharathi Mohan, M Chandrakasi, Jayakumar Jayavardhan, K Parasuraman, Dr K Kamraj, P Kumar, M Vasanti, C Mahendram, K Margatham and P Nagarajan
The AIADMK has 37 members in Lok Sabha.
Earlier, Rajya Sabha Chairman M Venkaiah Naidu ordered members of AIDMK and DMK to leave the House for the day when they continued to protest in the Well over the Cauvery issue.

A bill which seeks to remove the Congress president as a permanent member in a trust that runs the Jallianwala Bagh National Memorial to make the body “apolitical” was introduced in the Lok Sabha Friday
The Jallianwala Bagh National Memorial (amendment) Bill, moved by Culture Minister Mahesh Sharma states that it seeks to “delete” the mention of ‘President of the Indian National Congress’ as a trustee.
The amendment bill also paves way for the leader of the single largest opposition party in the Lok Sabha to be a member of the trust. As of now, only Leader of the Opposition in the Lok Sabha is a member of the trust.
The present Lok Sabha has no leader of the Opposition.
The amendment bill also confers power to the central government to terminate the term of a nominated trustee before the expiry of the term without assigning any reason.
As of now, the trust which manages the memorial, has the Prime Minister as the chairperson, President of Indian National Congress, Culture Minister, Leader of Opposition in the Lok Sabha, Punjab governor, Punjab CM as its members.
Virendra Kataria, Ambika Soni and Harvendra Singh Hanspal are nominated trustees appointed in 2013 for five years, according to the Culture Ministry website.

Rajya Sabha Chairman M Venkiah Naidu today corrected the House records to state that a Bill to amend the Prevention of Corruption Act, 1988, that was taken up yesterday, has not been passed by the Lok Sabha yet.
This happened after Sukhendu Shekhar Roy (TMC) raised the issue through a point of order, saying Rajya Sabha Deputy Chairman P J Kurien should recall his statement of yesterday that the Bill he has allowed the minister to move has been passed by the Lok Sabha and transmitted to this House.
Roy said the Bill was brought to the Rajya Sabha on August 19, 2013 and was referred to a parliamentary standing committee for scrutiny.
The panel submitted its report a year later but the legislation was referred to a Select Committee of Rajya Sabha, which submitted its report on August 11, 2016, he said, adding the government brought the Bill to the House on April 4, 2018.
The bill was not passed by Lok Sabha.
Roy said the order passed by the Chair yesterday was under wrong premise and he should recall it.

Minister of State for Personnel Jitendra Singh said in a written reply to the Lok Sabha that Over 26,052 complaints were received against government officers, including senior officials, last year, Of these, 22,386 complaints were disposed.
A total of 51,207 and 32,149 such complaints were received in 2016 and 2015 respectively. Of these, 48,764 and 30,789 were disposed in 2016 and 2015
Earlier Minister Jitendra Singh informed that 121806 Grievances are also Unredressed ,
The personnel ministry does not maintain and consolidated data on the number of cases pertaining to the charges of disproportionate assets against top officials of the Union government.

[New Delhi] Law Violator 5K NGOs Barred From Receiving Foreign Funding
Nearly 5,000 NGOs were barred by the government from receiving foreign funding after cancellation of their licences since April 2017,
Union minister of state for home Kiren Rijiju said in Lok Sabha that the registration of the NGOs under the Foreign Contribution Regulation Act was cancelled after they were found to be violating the laws.
Rijiju said one time opportunity to upload pending annual returns from 2010-11 onwards without depositing any penalty was provided to all the defaulting NGOs from May 14, 2017 to June 15, 2017.
Replying to another question, the minister said during the last five financial years, Directorate of Enforcement has registered cases against 2,745 companies under the provisions of Foreign Exchange Management Act (FEMA), 1999, out of which 537 cases have been closed and 183 show cause notices have been issued.
Cases against 289 companies have also been registered under the provisions of Prevention of Money Laundering Act (PMLA), 2002,

RS & LS disrupted for 11th day as protests continue
The Lok Sabha and Rajya Sabha proceedings were disrupted for the 11th day today as the TDP, YSR Congress, TRS and AIADMK continued their noisy protests over various issues, including the banking scam and special status for Andhra Pradesh.
As soon as Speaker Sumitra Mahajan and V Naidu took up the Question Hour in their own respective houses members from various parties trooped into the Well holding placards.
While members from the TDP, YSR Congress, TRS and AIADMK were in the Well raising slogans and holding placards, MPs from the TMC and Congress were seen standing at their seats.
As the protests continued, the Houses were adjourned RSTill20thMarch
Since March 5, when Parliament had reassembled for the budget session after recess, the Lok Sabha has seen disruptions on a daily basis.
Amid noisy protests, the House had passed the Finance Bill and the appropriation bills last week without any discussion.

Union Finance Minister Arun Jaitley today tabled the Economic Survey 2017-18 in the Lok Sabha soon after President Pram Nath Kovind’s address to the joint sitting of both Houses of Parliament.
As soon as the House met for the first day of the Budget session, Secretary General Snehlata Shrivastava laid a copy of the President’s address.
Speaker Sumitra Mahajan then directed the finance minister to table a copy of the Hindi and and English versions of the Economic Survey 2017-18.
Prime Minister Narendra Modi, Union Ministers, Deputy Speaker M Thambidurai, opposition leaders Mallikarjun Kharge, Mulayam Singh Yadav, Sudip Bandopadhyay and Farooq Abdullah were among others present in the House.
Thereafter, the Speaker adjourned the House for the day.
The House will meet on February 1 when the general budget for 2018-19 will be presented by the finance minister.
Before the House was assembled, the prime Minister, accompanied by Parliamentary Affairs Minister Ananth Kumar, went to the opposition benches and greeted the leaders, including Kharge, Yadav, Bandopadhyay and Abdullah.
Modi also greeted the members of the treasury benches before the House assembled as well as after it was adjourned for the day

Airports Authority of India (AAI) has issued directions to the respective Car Parking Licensees across all AAI controlled airports for evolving a mechanism of e-payment transactions in the form of
Debit/Credit Cards,
Digital Wallets (PayTM,
Freecharge,
Mobikwik,
Reliance Jio etc.)
and also keep sufficient change of currency in small denomination of Rs.10, 20, 50 & 100 to smoothen the process of parking at all airports. Besides Car Parking Licensees, AAI is evolving a mechanism so that digital payment alternatives through various modes is available at all concessions providing passenger facilitation services at airports (such as Food & Beverage Outlets, General Retails, Car Rentals, Pre-paid Taxi Services etc.

[New Delhi] ‘151 Pilots+Crew Members Tested Positive for Alcohol’
As many as 151 pilots and crew members tested positive for alcohol during pre-flight medical examination in the first ten months this year and action has been taken against them, Civil Aviation Minister Ashok Gajapathi Raju said today.
A total of 38 pilots and 113 cabin crew have tested alcohol positive during pre-flight medical examination for consumption of alcohol from January 1 to October 31 this year, he said in a written reply to the Lok Sabha.
Acting against such individuals, aviation regulator DGCA suspended privileges of license of pilots as well as privileges of authorisation of cabin crew.
“Further, the concerned airlines in compliance with DGCA’s order, have grounded all these pilots and cabin crew,” Raju said.
Aircraft Rules prohibits consumption of intoxicating and psychoactive substances by persons acting as, or carried in aircraft for the purpose of acting as pilot, commander, navigator, engineer, cabin crew or the other operating member of the crew.
In a separate written reply, Raju said 208 irregularities by pilots of various airlines have been reported to DGCA during 2015 and this year.
“A total of 15 irregularities by airlines have been reported to DGCA during last year and the current year 2016…
In all the cases, relevant enforcement action has been taken against the pilots and the airlines concerned,” he noted.
Minister without providing specific details, said that during a recent surveillance carried out by the regulator, it was found that one of the scheduled airlines was not strictly adhering to the requirements regarding breath analyser check

Singh had met the Speaker yesterday and tendered his resignation from the House.
Singh had announced his resignation in protest against the “injustice” meted out to the people of Punjab following the November 10 Supreme Court verdict on the Sutlej-Yamuna Link (SYL) canal water sharing agreement which he and most other state parties have been opposing.
The SYL agreement has become a major political issue in the poll-bound state in which Singh, a former Chief Minister, is leading his party’s campaign to capture the power from the SAD-BJP alliance, which has been ruling for a decade.
He had said that he decided to quit the Lok Sabha “as a mark of protest against the deprivation of the people of my state of the much-needed Sutlej river water.”
