Central Government Asks State Government of Kerala to Take Necessary Steps to Contain Avian Influenza
The mortality till date is 15,500 birds. A Control room has been started by the state on 23.11.2014. The control rooms have also been started in the districts.
The Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture on receipt of reports about the mortality of the birds (ducks) and the samples having been found positive for Avian Influenza in RT-PCR and Real time RT-PCR for Highly Pathogenic Avian Influenza H5 AIV, have asked Government of Kerala for immediate precautionary steps/actions for preparedness for control and containment of the disease and to furnish the information.
Ministry of Health and Family Welfare has also been requested to facilitate the control and containment operations.
The State has already started the control and containment operation as per Action Plan on Prevention, Control and Containment of Avian Influenza which was revised in 2012. The culling will be carried out in 1 km radius of the infected sites. There is no further report of any unusual sickness or mortality from any other part of the country.

[नई दिल्ली]पंजाब केडर (1983) के आई ऐ एस अधिकारी श्री नवनीत कुमार कांग को सीजीएचएस का महानिदेशक बनाया | श्री कांग अतिरिक्त सचिव के पद पर सी जी एच एस के अलावा स्वास्थ्य एंव परिवार कल्याण मंत्रालय में स्वास्थ्य एवं परिवार कल्याण विभाग भी देखेंगे | श्री आर.के.जैन आईएएस,हिमाचल प्रदेश (1981) के स्थान पर श्री कांग को नियुक्त किया गया है |पंजाब केडर के ही श्री निर्मल जीत सिंह कालसी(1984), को अतिरिक्त सचिव बनाया गया है।मंत्रिमंडल की नियुक्ति समिति द्वारा कुल ग्यारह नियुक्तियों में यूं पी केडर के श्रीअनूप चंद्र पांडे[१९८४], आईएएस, ), को रक्षा मंत्रालय में अतिरिक्त सचिव, पूर्व सैन्य कर्मचारी, कल्याण विभाग,बनाया गया है।
I. श्री केवल कुमार शर्मा, आई.ए.एस. (केंद्रशासित प्रदेश, 1983) वर्तमान कैडर, श्री ए.बी. जोशी (भारतीय डाक सेवा) के रिक्त पद के मद्देनजर महिला एवं बाल विकास मंत्रालय में अतिरिक्त सचिव नियुक्त किए गए हैं।
II. श्री बी.एन. सतपथि, आईईएस-1980, वर्तमान कैडर, सलाहकार अंतर्राज्यीय परिषद सचिवालय, गृह मंत्रालय में श्री विनोद अग्रवाल, आईएएस, जेएच (1980) के स्थान पर इसी पद एवं वेतनमान में अतिरिक्त सचिव नियुक्त किए गए हैं।
III. श्री के.पी. कृष्णा, आईएएस, कर्नाटक (1983), महानिदेशक एवं अतिरिक्त सचिव, मुद्रा निदेशालय, आर्थिक मामलों के विभाग, वित्त मंत्रालय को श्री प्रभुदयाल मीणा, आईएएस, मध्यप्रदेश (1980) के स्थान पर अतिरिक्त सचिव, भूमि संसाधन विभाग, ग्रामीण विकास मंत्रालय बनाया गया है।
IV. श्री अजय त्यागी, आईएएस, हिमाचल प्रदेश (1984), संयुक्त सचिव, पर्यावरण, वन एवं जलवायु परिवर्तन मंत्रालय को श्री के.पी. कृष्णा, आईएएस, कर्नाटक (1973) के स्थान पर अतिरिक्त सचिव एवं महानिदेशक, मुद्रा निदेशालय, आर्थिक मामलों के विभाग, वित्त मंत्रालय बनाया गया है।
V. श्री अनूप चंद्र पांडे, आईएएस, उत्तर प्रदेश (1984), संयुक्त सचिव, श्रम एवं रोजगार मंत्रालय को श्री अनुज कुमार बिश्नोई, आईएएस, उत्तर प्रदेश (1981) के रिक्त पद पर अतिरिक्त सचिव, पूर्व सैन्य कर्मचारी, कल्याण विभाग , रक्षा मंत्रालय बनाया गया है।
VI. श्री नवनीत कुमार कांग, आईएएस, पंजाब (1983), महानिदेशक एवं अतिरिक्त सचिव, सीजीएचएस, स्वास्थ्य एवं परिवार कल्याण विभाग, स्वास्थ्य एंव परिवार कल्याण मंत्रालय में श्री आर.के. जैन आईएएस, हिमाचल प्रदेश (1981) के स्थान पर नियुक्त किए गए हैं।
VII. श्री करण बीर सिंह सिद्धू, आईएएस (1984), संयुक्त सचिव, आवास एवं शहरी गरीबी उपशमन मंत्रालय को श्री ए.के. अंगुराणा, आईएएस, जम्मू कश्मीर (1980) के स्थान पर प्रबंध निदेशक, ट्राइफेड, अनुसूचित जनजाति मामलों के मंत्रालय नियुक्त किया गया है।
VIII. श्री आर राजगोपाल, आईएएस, तमिलनाडु, (1984), प्रबंध निदेशक, नेफेड को श्री अरविंद कौशल, आईडीएएस (1979) के स्थान पर अतिरिक्त सचिव, कृषि, शोध एवं शिक्षा विभाग , कृषि मंत्रालय बनाया गया है।
IX. श्री निर्मल जीत सिंह कालसी, आईएएस, पंजाब (1984), सलाहकार, अंतर्राज्जीय परिषद सचिवालय, गृह मंत्रालय को अतिरिक्त सचिव बनाया गया है।
X. श्री टी. जैकब, आईएएस, (तमिलनाडु 1984), संयुक्त सचिव, खाद्य एवं जन वितरण विभाग, उपभोक्ता मामले, खाद्य एवं जन वितरण मंत्रालय को श्री भास्कर खुलबे, आईएएस, पश्चिम बंगाल, (1983) के रिक्त पद पर संयुक्त सचिव, कार्मिक एवं प्रशिक्षण विभाग बनाया गया है।
XI. श्री आलोक कुमार, आईएएस (एएम 1984), संयुक्त सचिव, कार्मिक एवं प्रशिक्षण विभाग, कार्मिक, जन शिकायतें एवं पेंशन मामलों के मंत्रालय को सचिव केंद्रीय सतर्कता आयोग बनाया गया है। उनका पद एवं वेतनमान संयुक्त सचिव DownGradedस्तर का होगा।

To Boost the economy of J&K Shri Radha Mohan Singh lays Foundation Stone for Saffron Park Project at Pampore, Pulwama .
Union Agriculture Minister Shri Radha Mohan Singh, laid the foundation stone for the Saffron Park Project at Pampore Pulwama in J&K today.
The saffron park is being developed by National Horticulture Board, Ministry of Agriculture, Government of India under National Saffron Mission at a cost of Rs 24.54 crores.While laying the foundation stone, Shri Radha Mohan Singh mentioned that horticulture is one of the most vibrant sectors for the economy of J&K so, the state has come out with various missions with the support of Ministry of Agriculture, Government of India to improve production, post harvest infrastructure and marketing and promote export of major commercial fruit crops.
He mentioned that programmes like Horticulture Mission for NE and Himalayan States, vegetable initiatives for Urban Cluster, National Saffron Mission have given a big boost for bringing horticulture development in the state of J&K at a fast track.
The Minister expressed concern over the reports that area under Saffron cultivation in Kashmir is declining from about 5707 hectares in 1996 to just 3875 hectares in 2010-11
bringing down the production from 3.13 kg/hectares to 2.47 kg/hectares in the last few years. He mentioned that a large number of Saffron fields have become senile on account of low plant population and it is said that the major biotic stress faced by Saffron for several years is ‘Corm Rot Fungal Infection’. He assured that in order to overcome such problems, the project for Economic Revival of J&K Saffron Sector has been implemented in a Mission mode.
This project has many components to ensure that interventions are timely and have identifiable performance. The components of the Mission include Rejuvenation/replanting of existing Saffron area for improving productivity, improving soil health by INM, IPM and IDM practices, Standardization of quality corm production in public nurseries, strengthening the irrigation system, enhancing productivity through improved post- harvest handling, mechanization, enhancement of research and extension capabilities etc.
Minister pointed out that the farmers in Kashmir are using traditional methods of processing i.e. after plucking of flowers, the stigmas are separated by family labour and sun dried. This results in sharp degeneration in quality, leading to non-standard products. He said that to compete in international market, this industry requires best of art infrastructure facilities so, the National Horticulture Board has been assigned the task of setting up a world class infrastructure facility for Saffron Park intended for processing and value addition of Saffron. The Park will have common facility infrastructure for sorting,grading,packing, qualify control lab, e-auction centre, garbage/waste utilization among other latest facilities. It is also proposed to create branding of Kashmir Saffron.

Ratanpuri, Member of Parliament (Rajya Sabha), Shri Zahoor Ahmad Mir, MLA, Pampore, Shri Rajendra Kumar Tiwari, Managing Director, National Horticulture Board, Dr. Asgar Hassan Sammon, Commissioner, Agriculture Production Department, J&K in their address also highlighted about the importance of the Saffron Park Project for economic revival of Saffron Section in Kashmir.
