The President of India, Shri Pranab Mukherjee inaugurated the Platinum Jubilee celebrations of the Indian Newspaper Society (INS) today (February 27, 2014) in New Delhi.
Speaking on the occasion, the President said our vast, varied and vibrant media is a national asset. The Media as a whole not only keep people informed but also performs a very crucial function of presenting ideas and alternatives in the domain of policy formulation and implementation.

The President said the Platinum Jubilee is an important landmark for members of INS, as indeed it is for all Indians. The Indian Newspaper Society has over the years met the challenges of time even as it has represented the most influential of India’s newspapers and periodicals. Seventy five years ago, the world was a very different place. Our country was yet to take its place in the comity of nations. Millions of Indians were engaged in the struggle for freedom. Newspapers of the time not only survived the shortages that war brought in its wake, but also engaged themselves in the difficult task of informing people of the momentous events of a contentious period in our history. It took resolve, vision and a sense of destiny on the part of the founding fathers to have formed a Society that could take up issues of common interest for its members. INS members have played a vital role in nurturing a free Press which is a critical component of our democracy.

The President said over the years, INS members have informed society and promoted debate on the important questions that confront our nation. Be it the ravages wrought by war or those inflicted by the man-made Bengal Famine, the trials and tribulations of a nation torn asunder by Partition or the building of modern day India, newspapers have played a crucial role in educating Indians and giving expression to the diversity of views in our society, upholding thereby the fundamental right to freedom of speech and expression.
The President said these are changing times and it is not possible for newspapers to be spared from the consequences of the evolution of ideas and the embrace of technology. It is essential for newspapers to be alive to the challenges of technology and to harness responsibly the opportunities that present themselves.
The President said it is distressing to note that some publications have resorted to “Paid News” and other such marketing strategies to drive their revenues. There is need for self-correcting mechanisms to check such aberrations. The temptation to “dumb down” news should also be resisted. The nation faces critical challenges that go well beyond the pressure of ‘Breaking News’ and immediate headlines. While newspapers must continue to be effective raconteurs, they must also be visionary nation builders.
President said the influence, credibility and quality of our media is well recognized. Newspapers must be keepers of the conscience of our country. They have to be active participants in our continuing endeavour to nurture a democratic republic committed to achieving justice and fundamental freedoms for all citizens. Journalists must bring to public notice the array of ills and deprivations that continue to beset large numbers of our people – be it malnourishment, continuance of discriminatory practices against sections of society, particularly dalits, or the burdens and tragic consequences of indebtedness. They must shape and influence public opinion even as they provide objective and balanced coverage of news.

संसद भारतीय लोकतंत्र की गंगोत्री है इसे पवित्र रखने के लिए परम्परा और नियमों का पालन जरूरी:
राष्‍ट्रपति ने राजनितिक दलों को उत्‍कृष्‍ट संसदीय परंपराओं तथा नियमों का पालन करने का उपदेश दिया और संसद को भारतीय लोकतंत्र की गंगोत्री बताते हुए नियमों का पालन करने को प्रेरित किया|
राष्‍ट्रपति प्रणब मुखर्जी ने आज संसद भवन के केंद्रीय हॉल में केंद्रीय विधान सभा के अध्‍यक्ष के फोटो तथा लोकसभा के पूर्व अध्‍यक्ष के छाया चित्रों का अनावरण किया। इस अवसर पर राष्‍ट्रपति ने राजनितिक दलों को सन्देश देते हुए कहा कि भारतीय संसद हमारे लोकंतत्र की गंगोत्री है। यह भारत के करोड़ों लोगों की इच्‍छा और आकांक्षाओं का प्रतिनिधित्‍व करती है तथा सरकार और लोगों को जोड़ती है।
राष्ट्रपति ने कहा कि यदि गंगोत्री प्रदूषित हो‍ती है तो गंगा और उसकी सहायक नदियां दूषित हुए बिना रह सकती हैं। अत: सभी सांसद लोकतंत्र के उच्‍चतम मानदंडों तथा संसदीय कार्य प्रणाली को बनाये रखें।
राष्‍ट्रपति ने कहा कि संसद का प्रमुख कार्य कानून बनाना तथा लोगों को सभी मंचों सामाजिक, आर्थिक तथा राजनैतिक तौर पर सशक्‍त करना है। कानून की वैधता चाहे वह केंद्रीय हो या राज्‍य का इसकी जांच जैसा कि संसद में परिभाषित किया गया है न्‍यायपालिका द्वारा की जाती है।
राष्‍ट्रपति ने कहा कि हमारी संसद ने सभी वि‍कसित प्रक्रियाओं और प्रणालियों को आत्‍मसात किया है। हमारी संसदीय कार्य प्रणाली तथा अन्‍य लोकतांत्रिक संस्थाओं को मजबूत बनाने के लिए यह महत्‍वपूर्ण है कि सरकार, राजनीतिक दल, उनके नेता तथा सांसद, सभी भागीदार आत्‍मविश्‍लेषण करें

President Has accepted resignation of Harish Rawat from the Council of Ministers Of Central Govt.Sh Rawat Has Been Selected For The Post Of Chief Minster Of His Home State Uttraakhand
The President of India, as advised by the Prime Minister, has accepted the resignation of Shri Harish Rawat, Minister of Water Resources, from the Council of Ministers, with immediate effect.
Further, as advised by the Prime Minister, the President has directed that Shri Ghulam Nabi Azad, Minister for Health and Family Welfare shall be given additional charge of the work of the Ministry of Water Resources.

Smt Sushma Singh Is Now New Fifth Chief Information Commissioner [CIC]
The President of India Shri Pranab Mukherjee administered the oath of office of the Chief Information Commissioner to Smt. Sushma Singh at the Rashtrapati Bhawan today. She is the fifth Chief Information Commissioner of the Central Information Commission (CIC)
Smt. Sushma Singh joined the CIC as Information Commissioner on September 23, 2009.
Prior to joining CIC, Smt. Sushma Singh served as Secretary to the Govt. of India in the Ministries of Information & Broadcasting, Panchyati Raj and the Development of the North East Region (DONER).

ईद-उल-जुहा पर शीर्ष न्रेतत्व ने राष्ट्र को दी दिली मुबारक बाद

ईद-ऊल-ज़ुहा[ [बकरीद] के अवसर पर भारत के राष्ट्रपति प्रणब मुखर्जी , उपराष्ट्रपति मो. हामिद अंसारी और प्रधान मंत्री डॉ मन मोहन सिंह की शुभकामनाएं
अपने बधाई संदेश में राष्ट्रपति ने कहा, “ईद-ऊल-ज़ुहा के अवसर पर मैं सभी देशवासियों को, तथा विशेषकर अपने मुस्लिम भाईयों तथा बहनों को बधाईयां तथा शुभ कामनाएं देता हूं।
बलिदान तथा सेवा की भावना ईद-ऊल-ज़ुहा के त्यौहार का सार है। ये त्यौहार हमें हज़रत इब्राहिम द्वारा अनुसरण किये गये निस्वार्थ बलिदान तथा क्षमादान की राह पर चलने तथा उसका अनुकरण करने का स्मरण कराता है।
हमें इस दिन का पालन करके प्रेरणा लेनी चाहिए तथा वैश्विक भाईचारे के लिए प्रयत्न करना चाहिए। ईद-ऊल-ज़ुहा के अवसर पर लोगों के बीच एकता बनाये रखने का स्मरण करते हुये साम्प्रदायिक मेलमिलाप तथा शान्ति के लिए प्रयास करने का हम सब संकल्प लें।

उपराष्ट्रपति मो. हामिद अंसारी ने ईद-उल-जुहा के पावन पर्व पर देशवासियों को बधाई दी है। अपने संदेश में उन्होंने कहा कि यह पर्व करूणा, सहभागिता और बलिदान जैसे अनमोल आदर्शों का प्रतीक है। उन्होंने देशवासियों से आपस में शांति, सौहार्द और सद्भावना का संदेश फैला कर इस पर्व को मनाने का आह्वान किया।
डॉ मन मोहन सिंह ने अपने बधाई सन्देश में कहा हजरत इब्राहिम के निस्वार्थ बलिदान को याद करने का पर्व है |एकता + मानवता और असहायों के कल्याण के लिए समर्पित भाव से संकल्प लेने का दिन है|

Pranab Mukherjee Advised I.D.A.S Probationers to Audit wasteful Defence expenditure With honest appraisal.Probationers of Indian Defence Accounts Service[IDAS] Met President Of India
A group of 23 probationers of Indian Defence Accounts Service[IDAS] 2012 batch and 2010 (RL) called on the President of India, Shri Pranab Mukherjee On October 14, 2013 at Rashtrapati Bhavan.
Speaking on the occasion, the President stated that the officers of Indian Defence Accounts Service discharge a very important responsibility. Ensuring that wasteful expenditure does not take place is a great task. He said that he had no doubt that the training which the probationers were undergoing would not only make them responsible but also responsive. He urged them to remain true to their own conscience and apply their own judgment after an honest appraisal. He told the probationers that their responsibilities are tremendous and the complexity of their task is increasing in view of the increasing defence expenditure.
These probationers are presently undergoing training at Headquarters Office of the Defence Account Department i.e. Controller General of Defence Accounts, [Brar Squire]Delhi Cantt.This Department Conduct Audit Of Defence Expenditure

President Pranab Mukherjee Inaugurated ,Today, 31st meeting of Ministers of Health and 66th session of the WHO Regional committee for South East Asia and Highlighted The Need For the accessibility of Ideal healthcare delivery system to all in the Region.
The President Shri Mukherjee inaugurated the 31st meeting of Ministers of Health and Sixty-sixth Session of the WHO Regional Committee for South-East Asia at Rashtrapati Bhavan today (September 10, 2013) and congratulated Dr. Margaret Chan, Director General, World Health Organization for her untiring efforts in pursuing the ‘health for all’ policies, to make it a global agenda and for her commitment to the cause of public health in the international community of nations.
In His Speech Shri Mukherjee said “This international platform at the regional level is crucial for this region since it houses 1.79 billion people, which is 26.4 percent of the global population. 46% of the population in this region is living below poverty line. A significant portion of the disease burden in this region, more than 28%, arises from communicable diseases, maternal and perinatal conditions and nutritional deficiencies which are closely knitted with poverty.
The data also reveals that South East Asia Region has more than 27% of global disease burden due to Non-Communicable Diseases which indicates the increasing prevalence of Non-Communicable Diseases in the region.
It is also a matter of concern that South East Asia region registers the lowest total expenditure on health as a percentage of gross domestic product (3.8%) and per capita total expenditure on health as per World Health Statistics 2009, with 84.4% out of pocket expenditure.
In this background,President said , I am sure that the meeting of the Health Ministers of the region followed by the session of the WHO Regional Committee for South-East Asia would map the way forward for the entire Region, and would throw up broad agreements and the desired joint commitment on important initiatives and strategies.
Speaking on the occasion, the President said that he was sure that the meeting of the Health Ministers of the Region followed by the session of the WHO Regional Committee for South-East Asia would map the way forward for the entire Region. He said that it is an urgent necessity to build a conducive environment to ensure the highest quality of health for the people of the Region. However, this needs a multi-dimensional approach on the part of the respective Governments.
The President said that an ideal healthcare delivery system should be accessible to all in the Region. It is important that the countries in the Region strengthen their health systems based on the primary health care approach – focusing on public health including prevention and promotion activities; using appropriate technologies; and based on domestic resources as far as possible. He said that strategic investments in medical education and training would be needed to enhance the availability of scientifically credible professionals for all communities. He stated that the existing inefficiencies in the supply chain and logistics management of drugs and vaccines should also be addressed on a priority basis. Strengthening of institutional mechanisms for community participation in oversight and governance of health at multiple levels – rural and urban – would also be crucial.
