President had earlier agreed to attend the valedictory ceremony on Sunday.
President Pranab Mukherjee will not attend a festival being organised by Sri Sri Ravi Shankar of Art of Living in the wake of the controversy over holding the three-day cultural function on the Yamuna flood plains beginning this Friday.
“The President cannot attend the function due to unavoidable circumstances,” an official of the Rashtrapati Bhavan said
President Mukherjee had earlier agreed to attend the valedictory ceremony on Sunday.
While the organisers expect lakhs of people to attend the function, concerns have been raised by experts about the likely damage to the environment caused by holding it on the flood plains of the already polluted river in east Delhi.
The Art of Living foundation, which is organising the function, will have yoga + meditation sessions , peace prayers by Sanskrit scholars and traditional cultural performances from around the world.
The National Green Tribunal, which looks after the environmental issues, is hearing a petition which has claimed the organisers will release ‘enzymes’ into 17 drains that flow into the Yamuna for cleaning the river. A judgement is expected tomorrow.
The three-day event will be held from March 11-13 on the west bank of Yamuna to celebrate 35 years of The Art of Living foundation.
The petitioner Alleged “This proposed activity would be in blatant violation of the provisions of the Water (Prevention and Control of Pollution) Act, 1974, and the Biological Diversity Act, 2002, since it is, basically, introducing foreign elements into the river, without any scientific study or information,”
Earlier, the green panel had issued notices to the Delhi government, Delhi Development Authority and Art of Living Foundation on another plea seeking stoppage of ongoing construction work on the flood plains.
It had also constituted an expert committee headed by Water Resources Secretary Shashi Shekhar to inspect the site of the proposed festival.

As per President Secretariat The Mughal Gardens will remain open for general public from February 12 to March 19, 2016 (except on Mondays which are maintenance days) between 0930 hrs to 1600 hrs.
Public will also be able to visit the Spiritual Garden+Herbal Garden+Bonsai Garden+ Musical Garden

[New Delhi]Ex-Def Secy RK Mathur Sworn In as Eighth CIC
Former Defence Secretary RK Mathur was today sworn in as the eighth Chief Information Commissioner by President Pranab Mukherjee at a ceremony at Rashtrapati Bhavan
62-year-old Mathur, a retired IAS officer of Tripura cadre, completed his two-year fixed tenure as Defence Secretary in May last year.As the CIC, he will have a tenure of about three years, till he attains the age of 65 years.
The oath ceremony could not be held earlier as the President was on a southern sojourn for 14 days and returned on December 31.
The Prime Minister Narendra Modi-led selection committee, which has Finance Minister Arun Jaitley and leader of Congress party in Lok Sabha, Mallikarjun Kharge, as its members, had last year on December 16 selected Mathur as the new CIC.
The Central Information Commission has been headless twice since the BJP government came to power in 2014. Earlier, it was without a chief for nearly 10 months after the completion of the tenure of the then Chief Information Commissioner, Rajiv Mathur, in August, 2014.
It again fell vacant a month back following the retirement of Vijai Sharma.At present, there are seven Information Commissioners — Basant Seth, Yashovardhan Azad, Sharat Sabharwal, Manjula Prasher, MA Khan Yusufi, Madabhushanam Sridhar Acharyulu and Sudhir Bhargava.
The Commission is made up of one chief and 10 Information Commissioners. The posts of three Information Commissioners are still vacant

Probationers of Indian Defence Accounts service called on President today
A group of probationers of Indian Defence Accounts Service[IDAS](2014 and 2015 batches) called on the President of India,Pranab Mukherjee today at Rashtrapati Bhavan.
Speaking on the occasion, the President extended heartiest congratulations to all the young officers for having cleared the civil services exam which is recognized as one of the toughest competitive examinations. He welcomed the young probationers to Government service and assured them that there will be no dearth of challenges and opportunities in their long career ahead. He stated that the canvas, scope and breadth of exposure and responsibility that a career in Government offers, and that too at a relatively young age, is an experience and opportunity unlike any other. He stated that he was sure that the 24 week professional training at the National Institute of Financial Management, followed by another 28 week stint at their service academy which they undergo will acquaint them with the intricacies and nuances of the Department.
The President said that the Service that they are joining is the core of the Defence Accounts Department. Established several years ago, this Department was until 1951 known as the Military Accounts Department. The Department renders finance related services and is mandated with the task of ensuring financial propriety and accountability in the Ministry of Defence. It handles the payment & accounting functions, pension management, internal audit, budget management and the financial advice function for the Armed Forces and the allied establishments i.e. the Ordnance Factories, Coast Guard and Boarder Roads. He stated that the Department has the crucial responsibility of guaranteeing financial propriety, probity and integrity in all transactions. The increase in defence outlays requires that all of them remain abreast of the latest techniques in financial management and deliver sound financial advice in a timely and efficient manner.

President Of India Advised IDAS Probationers To Contribute Faster+Efficient Decisions , Without Compromising on rules
A group of probationers of Indian Defence Accounts Service 2013 batch called on the President of India, Shri Pranab Mukherjee today (November 3, 2014) at Rashtrapati Bhavan.
Speaking on the occasion, the President said that Defence Finances have increased manifold since the time of India’s Independence. This sharp rise in defence expenditure is commensurate with the requirements of maintaining a modern defence force in our country. The onus of managing the finances has thus increased in proportion+complexity+ dimension. He stated that the probationers would do well to make a vital contribution through faster and efficient decision-making, without compromising on rules and procedures, and yet enabling the defence forces to meet their requirements on time.
