Govt Rejected MIAL’s proposal to reduce transit time for passengers
The Civil Aviation ministry has rejected Mumbai airport operator MIAL’s proposal to reduce the exempted hours for transit passengers at the airports so that user charges can be levied and collected from them.
In a written reply in Lok Sabha today, Minister of State for Civil Aviation Mahesh Sharma said the proposal was rejected after examining it in consultation with stakeholders, including Airports Authority of India, Federation of Indian Airlines and other airport operators.
“Mumbai International Airport Ltd (MIAL) had sent a proposal to reduce the exempted hours for transiting passengers at airports from existing 24 hours to 6 hours for the purpose of levy and collection of user charges,”
After consultations, it was decided to “retain the existing exemption in respect of transit passengers,”
At present, transit passengers don’t pay the charges and fees at the particular airport they are transiting from if their connecting flight is within 24 hours of their arrival.
MIAL, a joint venture company between Airports Authority of India (AAI) and diversified GVK group, which operates the Mumbai airports, had reportedly requested the ministry to cut down the exempted time to six hours.

As per the survey carried out by Survey of India, Dehradun, the mean rate of annual change in tilt is 3.5 seconds per year Which Is Considered Negligible. This Change is w.r.t its base centre.
To further prevent this negligible tilt, the entire base of Qutub Minar was water tightened to ensure that water does not percolate into the foundation of the monument.
Some architectural members of Hindu and Jain Temple were found during the course of conservation & scientific clearance.
Some of these members are on display in the Qutub Complex and the rest are kept in safe custody within the same complex.
No excavation has been carried out in Qutub Complex. Only scientific clearance/conservation was carried out as per requirement.

Minister of State for Civil Aviation, Dr. Mahesh Sharma in a written reply to a question in the Rajya Sabha Showed This Inability today.
Minister Informed The House That Air fares are not fixed by the Government as they are determined by the airline based on interplay of market forces.
Airlines are free to fix reasonable tariff having regard to all relevant factors, including the cost of operation, characteristic of service, reasonable profit and the generally prevailing tariff.
Scheduled airlines offer different fare buckets for each flight. The airline pricing runs into multiple levels buckets or Reservation Booking Designator (RBD) which are in line with the practice followed globally.
He Said ,However, in order to prevent excessive charging and sudden surges in airfares and to promote transparency by scheduled domestic airlines, Directorate General of Civil Aviation (DGCA) has issued Air Transport Circular 2 of 2010 wherein airlines are required to display on their respective websites the tariff sheet route-wise across their network in various fare categories and the manner it is offered in the market. The intention behind the above directions is to keep the passengers informed of pricing pattern of airlines.
DGCA has set up a Tariff Monitoring Unit in 2010 that monitors airfares on certain routes selected on random basis to ensure that the airlines do not charge airfares outside the range declared by them. The random analysis has shown that the airfares remained well within the fare bucket uploaded by the airlines on the respective websites.

Airports Authority of India (AAI) has initiated the process to implement self service baggage drop kiosks to resolve baggage related issues at 13 airports namely Ahmedabad, Bhubaneshwar, Chennai, Calicut, Goa, Guwahati, Jaipur, Kolkata, Lucknow, Mangalore, Pune, Srinagar and Thiruvananthapuram. The process is scheduled to be completed in 2016-17.

In a relief to Union Tourism Minister Mahesh Sharma, the Supreme Court today refused to entertain a plea seeking a direction to CBI to challenge the 2010 acquittal of the BJP leader in a 1997 case relating to allotment of land to his Kailash Hospital at Noida.
“We are sorry,” a bench comprising Chief Justice H L Dattu and Justice Amitava Roy said.
Senior advocate Rajeev Dhavan, who has been associated as amicus curiae with the 1997 PIL relating to land allotments made in Noida, raised the issue of “locus standi” and said that this issue now cannot be raised.
Former Uttar Pradesh Chief Secretary Neera Yadav has been facing various court cases relating to allotment of plots to persons as head of the Noida’s Development Authority.
One of the cases pertained to allotment of land to Kailash Hospital in Noida and Sharma, now a Minister in the NDA government, has been acquitted by the trial court.
The fresh plea, which was rejected today, had sought a direction to CBI to file an appeal in the High Court against Sharma’s acquittal in 2010 in the land case.
A PIL was filed against Neera Yadav and others in 1997 by the Noida Entrepreneurs Association alleging bungling in the allotment of land in different sectors and in commercial Sector 18 in Noida during her tenure as head of Noida’s Development Authority.

The issue of predatory pricing by the domestic carriers will be addressed by the government shortly with Prime Minister Narendra Modi expressing “concern” over the practice which is giving a “bad” name to the industry, Union Minister Mahesh Sharma said today.
“It (predatory pricing) is a concern of a majority of Parliamentarians, including the Prime Minister, and needs to be addressed,” Sharma, Minister of State for Civil Aviation, said on the sidelines of an event,of Assocham . Civil Aviation Ministry Associated with the event
He said,that the airlines need to reduce fares and not hike them particularly when it comes to emergency travel like in medical emergency.
He said,that the issue had come up during a presentation by the Civil Aviation Ministry to the Prime Minister on draft aviation policy on Tuesday
There could be three approaches to prevent predatory pricing ways, Sharma said, adding,
“We will take the airlines into confidence and tell them that the practice (of predatory pricing) is giving a bad name to the industry.”
A mechanism can also be there through the Directorate General of Civil Aviation (DGCA) or
through national carrier Air India to deal with the issue
Concerns have been expressed in various quarters, including by Parliamentarians, over drastic fluctuations in air fares.
In May, a group of Parliamentarians, led by BJP leader Kirit Somaiya, had met Competition Commission of India Chairman Ashok Chawla and lodged a complaint against carriers on the issue of air ticket pricing.
The ministry had last year circulated a note for internal discussion wherein it suggested steps to cap economy class air fares at minimum and maximum levels.

During the last three years and the current year, a total of 141 incidents of emergency landings due to medical emergency and technical reasons have been reported to DGCA.
All incidents except emergency landing due to medical issues are investigated by DGCA/AAIB and also by the PIB (Permanent Investigation Board) of the concerned airlines in association with officers of regional air safety offices depending upon the severity of case. Safety recommendations emanating from the investigation reports are followed up for implementation with the concerned agencies so as to prevent recurrence of similar incidents in future.
Moreover, the accident/incident data is regularly analysed and based on the analysis, Air Safety Circulars are issued to bring important observations/findings to the notice of the operators to avoid recurrence of such mishaps.
DGCA also carries out the audit of operators as per Annual Surveillance Programme. Recommendations emanating from such reports are followed up with the operator for implementation.

प्रदेश के पर्यटन मंत्री ने पर्यटन संबंधित परियोजनाओं में सहायता के लिए केंद्रीय मंत्री डॉ. महेश शर्मा से मुलाकात की
केन्‍द्रीय पर्यटन (स्‍वतंत्र प्रभार), मंत्री डॉ. महेश शर्मा ने आज नई दिल्‍ली में उत्‍तराखंड के पर्यटन मंत्री दिनेश से मुलाकात की। आज की बैठक उत्‍तराखंड राज्‍य में पर्यटन के विकास के लिए केन्‍द्रीय सहायता प्राप्‍त करने के संदर्भ में हुई पूर्व बैठकों का अगला दौर थी।
मंत्री दिनेश धनई के अनुसार राज्‍य सरकार, उत्‍तराखंड में पर्यटन को प्रोत्‍साहन देने के लिए बुनियादी ढांचे से संबंधित वर्तमान में जारी पर्यटन योजनाओं को शीघ्र से शीघ्र पूरा करना चाहती है। डॉ. दिनेश धनई ने डॉ. महेश शर्मा से पर्यटन परियोजनाओं के लिए शीघ्र ही निधियां जारी करने का अनुरोध किया ताकि पीआईडीडीसी की योजना के अंतर्गत प्रारम्‍भ की गई अधूरी परियोजनाओं को बकाया धनराशि के मिलने पर पूरा कराया जा सके। उत्‍तराखंड पर्यटन विकास बोर्ड को 14.39 करोड़ रुपये की निधियां दी जानी हैं जिनसे 60 से 70 प्रतिशत तक परियोजनाओं को पूर्ण कराने में मदद मिलेगी। श्री दिनेश धनई ने यह भी अपील की कि टिहरी झील और नवीन टिहरी के बीच एक रज्‍जू मार्ग के निर्माण की परियोजना को स्‍वदेश दर्शन योजना के प्रथम चरण में शामिल किया जाये।
डॉ. महेश शर्मा ने विश्‍वास दिलाया कि राज्‍य सरकार की मांगों का मूल्‍यांकन किया जायेगा और उत्‍तराखंड में पर्यटन के विकास के लिए हर संभव सहायता उपलब्‍ध कराई जाएगी।

There are a total number of 476 airports in the country. This includes operational and non-operational airports, airstrips etc. owned by the Airports Authority of India, Defence, State Governments, private parties etc.
Government of India (GoI) has granted ‘in-principle’ approval for setting up of the following 14 Greenfield airports in the country with estimated project cost (approx.) as given under:
Mopa in Goa (Rs.3000 cr), Navi Mumbai (Rs.15149 cr), Sindhudurg (Rs.350 cr) and Shirdi (Rs.320.54 cr for Phase I) in Maharashtra, Bijapur (Rs. 150 cr),Gulbarga (Rs.13.78 cr in initial phase),
Hassan (apprx. 793.95 cr in three phases) and Shimoga (Rs.38.91 cr in initial phase) in Karnataka, Kannur (Rs.1892 cr) in Kerala, Dabra (Rs.200 cr) in Gwalior, Pakyong (Rs. 605.59 cr) in Sikkim, Kushinagar(Rs.600.39 cr) in Uttar Pradesh, cost estimated by Airports Authority of India, as the development of the airport through Public Private Partnership (PPP) could not be realized by the Government of Uttar Pradesh (GoUP), Karaikal (Rs. 280 cr) in Pudducherry and Durgapur (Rs. 700 cr) in West Bengal. Out of these, one project namely Durgapur Airport has commenced commercial operations on 18th May, 2015.
Since 2012, GoI has received initial proposals for setting up of Greenfield airports at several places, namely, Karwar in Karnataka, Androth (Karavati dist.) in Union Territory of Lakshadweep, Taj International Airport, Hirangaon in Uttar Pradesh, Dagadarthi Mendal Nellore Dist., Bhogapuram in Vizianagaram District near Visakhapatnam, Tadepalligudem in West Godavari District, Oravakallu in Kurnool District and Kuppam in Chittoor District in Andhra Pradesh. As per Greenfield Airports Policy, 2008, Ministry of Defence, Directorate General of Civil Aviation (DGCA), Airports Authority of India (AAI) was consulted for these proposals. The proposal of Government of Uttar Pradesh for setting up of Greenfield airport at Hirangaon was examined in consultation with the nodal agencies and M/o Defence did not recommend the project. Grant of Site clearance to these projects depends upon recommendations from M/o Defence, AAI, DGCA and the concerned State Government.
