संसद भवन परिसर की सुरक्षा व्यवस्था की वीडियोग्राफी करने को लेकर सांसदों के निशाने पर आए आम आदमी पार्टी के सदस्य भगवंत मान की लोकसभा सदस्यता समाप्त करने की मांग उठी
सुबह सदन की बैठक शुरू होने पर भाजपा के किरीट सोमैया ने मान द्वारा संसदीय परिसर की सुरक्षा व्यवस्था की वीडियोग्राफी करने का मुद्दा उठाया और इसे गंभीर विषय करार देते हुए उनकी सदस्यता समाप्त करने की मांग की।
इसी पार्टी के आर के सिंह ने भी कहा कि यह विशेषाधिकार के हनन का मामला है।
सत्ता पक्ष के लगभग सभी सदस्य इस मुद्दे को लेकर उद्वेलित थे।

National airports operator AAI has enhanced its net profit to Rs 2,537.36 crore in the last fiscal as against a profit-after tax of Rs 1,959.22 crore in FY 15, Parliament was informed today.
The Airports Authority of India has earned a profit-after tax of
Rs 1,959.22 crore during the financial year 2014-15 and
Rs 2,537.36 crore in 2015-16,
Minister of State for Civil Aviation Jayant Sinha said in a written response in Lok Sabha today.
In reply to a question on eligibility of payment of to the AAI employees, the Minister said that a few employees have now become entitled to receive bonus following the enhancement of eligibility limit.
The employees of AAI were not eligible for payment of bonus as per the then prevailing eligibility norms, Sinha said.
“However, a few employees have now become eligible for payment of bonus due to enhancement of eligibility limit from Rs 10,000 to Rs 21,000 as per the provisions of Payment of Bonus (Amendment) Act, 2015, as published on January 1, 2016,” he said.
AAI has initiated action for payment of bonus to eligible employees in accordance with the provisions of the said Act, he said.
Meanwhile, in response to another Member’s query on airport charges, the Minister said that under the new Civil Aviation Policy, future tariff at all airports will be calculated on a hybrid till basis.

इसके अलावा भाजपा ने दावा किया कि तत्कालीन रक्षा मंत्री ए के एंटनी ने क्षेत्र परीक्षण [फील्ड ट्रायल] के बाबत अगस्तावेस्टलैंड को दी गई रियायतों पर ऐतराज जताया था, लेकिन इसकी ‘‘अनदेखी’’ की गई और इसके पीछे कांग्रेस अध्यक्ष सोनिया गांधी का हाथ था ।
भाजपा प्रवक्ता जी वी एल नरसिम्हा राव ने एक संवाददाता सम्मेलन में बताया कि एंटनी ने कंपनी को क्षेत्र परीक्षण भारत में नहीं बल्कि अपने परिसर में करने देने की इजाजत देने के तर्क पर सवाल उठाते हुए पूछा था कि इस बात की क्या गारंटी है कि यह बिल्कुल दुरूस्त होगा ।
राव ने कहा, ‘‘ए के एंटनी ने विदेश में क्षेत्र परीक्षण कराने के प्रस्ताव पर सवाल उठाए थे । सीएजी रिपोर्ट में भी यही कहा गया है । एंटनी ने कहा था – इस बात की क्या गारंटी है कि यदि उन्होंने इस देश में क्षेत्र परीक्षण नहीं किया तो उनके इस परीक्षण की विश्वसनीयता सही रहेगी ।
उन्होंने फाइल पर लिखा था कि इसकी इजाजत नहीं दी जा सकती ।’’ भाजपा प्रवक्ता ने कहा, ‘‘रक्षा मंत्री चाहते थे कि आरएफपी प्रस्ताव के लिए अनुरोध: की शर्तें लगाई जाए । यूपीए सरकार या कांग्रेस में सोनिया गांधी और उनके सलाहकार अहमद पटेल को छोड़कर और किसकी इतनी हैसियत थी कि वह एंटनी और उनके ऐतराजों की अनदेखी कर सके । सिर्फ एक ही शख्स उन्हें चुप रहने के लिए कह सकता था, उन्हें चुप करा सकता था – और वह सोनिया गांधी थीं ।’’ राव ने कहा कि यह दिखाने के लिए काफी परिस्थितजन्य साक्ष्य हैं कि अनुबंध को मंजूरी देने और उसे प्रभावी बनाने में कांग्रेस के बड़े नेताओं की भूमिका थी |
उधर केस को आगे बढ़ाते हुए सीबीआई ने अगस्तावेस्टलैंड के साथ 3600 करोड़ रु के वीवीआईपी हेलीकॉप्टर सौदे के संबंध में भारतीय वायुसेना के पूर्व उप प्रमुख जे एस गुजराल से पूछताछ की है ।
गुजराल उन कई वरिष्ठ अधिकारियों में से एक हैं, जिन्होंने 2005 में उस बैठक में भाग लिया था जिसमें हेलीकॉप्टर के चालन एवं उड़ान संबंधी मापदंडों में आवश्यक बदलाव करने का निर्णय लिया गया था।
इसके साथ ही एजेंसी ने सोमवार को पूर्व वायुसेना प्रमुख एस पी त्यागी को भी तलब किया है।
दोनों से 2013 में विस्तार से पूछताछ की गई थी, लेकिन इटली की अदालत के सात अप्रैल के फैसले के बाद फिर से पूछताछ किया जाना आवश्यक हो गया।सीबीआई अब तक कहती आई है कि गुजराल से गवाह के रूप में पूछताछ की गई, लेकिन उसने इस बारे में कुछ नहीं कहा कि गुजराल का गवाह का दर्जा अब भी बरकरार है या नहीं।
एजेंसी ने अभी तक उन पर कोई आरोप नहीं लगाया है।
एजेंसी ने इस मामले में पूर्व वायुसेना प्रमुख त्यागी के साथ 13 अन्य के खिलाफ मामला दर्ज किया था जिसमें उनके संबंधी और यूरोपीय बिचौलिए शामिल हैं।

Bhartruhari Mahtab,in Zero Hour, dismissed the talk that the diamond was given as a gift to the British and insisted that it was taken by them as forcibly from Duleep Singh, son of noted Sikh ruler Maharaja Ranjit Singh.
Mahtab said the situation in which the diamond went to the British after the 1849 Ango-Sikh war was vividly described in a letter written by the British political agent stationed in Lahore to Governor General Lord Dalhousie.
Noting that Kohinoor was the prestige of the nation, he said the way it had gone to the Queen of England was an “act of cheating” and a “surrender under duress”.
He said the British had committed untold plunder during the colonial rule.
He said the Maharaja wanted to donate the diamond to the Puri temple like he had made gifts to the Golden Temple and Kashi Vishwanath temple.
Making a strong plea, he said the calligraphic material detailing the situation under which the diamond was taken away should be retrieved by the government from archieves.
He claimed that Kohinoor was the ‘syamantak mani’ associated with Lord Krishna.
Mahtab said India should impress upon the U K to give the diamond back notwithstanding their Prime Minister’s statement that the British Museums and treasury would be empty if it returned all its treasures.
In an obvious reference to Vijay Mallya, he recalled that the sword of Tipu Sultan was brought back to the country from the “tainted money of a liquor baron whose passport has recently been revoked.”
Prem Singh Chandumajra (SAD) attacked the Culture Ministry for its stand in the Supreme Court and wanted steps to bring it back. He wanted the House to pass a unanimous resolution in this regard.
Asaduddin Owaisi (AIMIM) remarked that Kohinoor came from the Golconda mines which fall in his constituency.
Meenakshi Lekhi (BJP) said the government has not taken any stand on the issue of return of Kohinoor and whatever has appeared in the media is wrong.

उन्होंने कहा कि स्टालिन के निधन के बाद सोवियत कम्युनिस्ट पार्टी के महासचिव बने निकिता ख्रुश्चेव एक बार पार्टी की महासभा में स्टालिन को काफी बुरा भला कह रहे थे, जिस पर सभा में बैठे किसी सदस्य ने उनसे सवाल किया कि तब वह [ख्रुश्चेव]कहां थे? इस पर ख्रुश्चेव ने पूछा …कौन है यह ? और उस व्यक्ति के सामने आने पर ख्रुश्चेव ने उससे कहा , आज आप बोल सकते हैं तब नहीं बोल सकते थे।’’
मोदी ने इस संदर्भ को कांग्रेस नेतृत्व पर पलटवार करने के लिए इस्तेमाल करते हुए कहा, हम सभी लोग सार्वजनिक जीवन में जवाबदेह हैं और कोई भी हमसे सवाल पूछ सकता है। लेकिन कुछ हैं जिनसे कोई सवाल नहीं पूछ सकता और न पूछने की हिम्मत करता है और जो पूछता है उसका हश्र क्या होता है, मैंने देखा है।
राहुल और सोनिया गांधी पर परोक्ष प्रहार करते हुए उन्होंने कहा, सदन क्यों नहीं चलने दिया जा रहा ? सदन हीनभावना के कारण नहीं चलने दिया जा रहा। संसद में ऐसे और भी होनहार , तेजस्वी सांसद हैं जिन्हें सुनना अपने आप में एक थाती है। लेकिन कुछ लोग सोचते हैं कि यदि ऐसे होनहार तेजस्वी सदस्य बोलेंगे तो हमारा क्या होगा? मोदी ने इसी क्रम में कहा, ऐसे लोग चाहते हैं कि, विपक्ष में कोई ताकतवर नहीं बन जाए। विपक्ष में कोई होनहार नहीं बनना चाहिए…कोई तेजस्वी नहीं दिखना चाहिए। उनकी प्रतिभा का परिचय देश को नहीं हो पाए….ये हीनभावना है।

As many as eight incidents of dogs straying in the runway and hampering flight operations have been reported from various domestic airports in the previous year,
In three out of the eight incidents the pilot had to reject the take off while in another the flights were told do a go-around, according to the Minister of State for Civil Aviation Mahesh Sharma.
Budget carrier IndiGo reported the highest number of such incidents (4) while AirAsia India had two cases and Spicejet one incident,
The incident of a dog straying on the runway and forcing the pilot of a private shipping company to do a go-around was also reported during the period.
Sharma said that Government is taking all measures along with all functional agencies and State authorities to effectively check the menace.
An airport environment management committee has also been constituted under the chairmanship of district authorities at airports to handle environmental issues including dog menace effectively, he said.
It monitors and controls presence of unauthorised slums, eating places, abattoirs, garbage dumping areas, carcass and open sewage which attracts birds and wildlife, the Minister added.
At vulnerable airports, vehicular entry gate is modified with double gate systems to prevent possible entry of stray animals, he said adding security agencies (CISF, State Police) is also sensitised periodically to ensure prevention of stray animals entry

Under intense attack, HRD Minister Smriti Irani today made a forceful statement in Lok Sabha, saying Kanhaiya Kumar and some other students had been found indulging in anti-national activities by the JNU authorities themselves.
She also made an emotional pitch with regard to the suicide by Dalit student Rohith Vemula of Hyderabad University, insisting that her ministry had no role in his death and the deceased himself had said in his suicide note that nobody should be held responsible for his action.
Replying to the charged day-long debate on recent incidents in JNU and Hyderabad University during which the government faced opposition onslaught, a combative Smt Irani said she was being targeted by Congress for contesting against Rahul Gandhi in Amethi Parliamentary constituency.
“I will not seek forgiveness for doing my duty…you (Congress members) never wanted to listen to my reply,” she said aloud, as the Congress members, Left parties and Trinamool Congress staged a walkout as she was speaking.
During last 20 months as Minister, Irani said she tried to do justice to students by trying to address their complaints without asking for their “caste or religion”.She has cleared more then 61 thousands grievances in just 20 months that too without asking caste+religion
Rejecting the charge of saffronising education, she said, she would quit politics if it was established she made any attempt to do so.
Most of the vice chancellors are Congress appointees, Irani said, adding she had asked them to listen to the students who come from different backgrounds and address their issues.
“Help me build the nation, not destroy it from within,” she said stressing, “I respect your patriotism, don’t demean mine… I have my idea of India…don’t demean it.”
Citing documents, she said, report by JNU’s security people observed that some students were indulging in anti-national sloganeering even though the students had sought permission to hold a “poetry” event.
Those involved in the programme which include Umar Khalid, Kanhayia Kumar and others, she said, were suspended by the JNU authorities though they were allowed to stay on the campus till completion of the inquiry.
Earlier too, Irani said some students and professors had taken out rallies in support of Afzal Guru, who was hanged for his role in attack on Parliament, and burnt the effigy of Home Ministry.
Hanging of Afzal Guru was described by the activists as “judicial murder”, she said, adding it amounted to rising against Supreme Court and the Indian state.

He said having “enjoyed power” for over six decades it has no right to destroy its functioning for “political reasons” and hold back the country’s development.
“Tomorrow is January 1. When you are going to celebrate New Year, you should take a vow to allow Parliament to run and do its work and not pose hurdles for the country’s development,” Modi said.
He was addressing a public rally after laying foundation stone of a 14-lane expressway connecting Delhi with Meerut.
Focusing his attack primarily on Congress, Modi said, “This is the misfortune of India, Parliament where laws are made is not being allowed to function.

“They do not allow Parliament to run. I request all these political parties not to do so. Since I have not got an opportunity to speak in Lok Sabha, I am taking the opportunity to air my views in ‘Jan Sabha’. People have sent us to Parliament to debate, discuss and decide,” he said.
The Prime Minister said Congress has more responsibility to ensure functioning of Parliament as they had “enjoyed power” for over six decades.”It is our responsibility to accomplish the work entrusted on us by people. This responsibility specially lies on those who have ruled the country for over 60 years. They know what is the responsibility of Parliament.
