[New Delhi] LS Passes Bill to Deal with 18 Lakh Cheque Bounce Cases
A bill providing for filing of cheque bounce cases at the place where a cheque is presented for clearance and not the place of issue, was approved by the Lok Sabha today.
The amendments in the Negotiable Instruments Act will have implications for over 18 lakh cheque bounce cases pending in various courts, Minister of State for Finance Jayant Sinha said while piloting the Negotiable Instruments (Amendment) Bill 2015 in the House.
The bill seeks to replace an ordinance which was re-promulgated earlier.
Though the bill was passed by the Lok Sabha in the Budget Session, it could not be approved by the Rajya Sabha, leading to the re-promulgation of the ordinance.
“It is a small bill but has profound implications for the economy…it will further enable enforcement of contract,” Sinha said, adding that the measure will help small traders, large corporates especially telecom companies which are facing a large backlog of cheque bounce cases.
Responding to members’ concerns for setting a time-frame to deal with cheque bounce cases, Finance Minister Arun Jaitley intervened during the discussion to say that though there was no time-frame, the Act did provide procedures for resolution of such disputes and the onus on following them was on the courts.
He further said that the courts could send summons or notices through e-mails or any other speedier mode of communication to expedite resolution of disputes.
Jaitley was responding to concerns expressed by some members that the practice of issuing summons through the postal department was resulting in delay in resolution of cheque bounce cases.

Prime Minister Narendra Modi today took a dig at the culture of dynastic politics and appeared to target Congress by taking a veiled swipe at Sonia Gandhi’s son-in-law Robert Vadra who is embroiled in controversies over his land deals.PM noted that Girdhari Lal Dogra was Jammu and Kashmir’s tall leader who had presented 26 Budgets as Finance Minister of the state but never did any favours for his family members, including his son-in-law Arun Jaitley, now the union Finance Minister.

Union Finance Minister Arun Jaitley today sought to do some damage control by coming out in defence of Sushma Swaraj over her help to scam-tainted Lalit Modi while Prime Minister Narendra Modi continued to be targeted in the ‘Modigate’ by Congress.
Two days after the raging controversy broke out triggering a political storm for the Modi government, Jaitley, Swaraj, who holds the External Affairs portfolio, and Home Minister Rajnath Singh met in the Home Ministry and discussed the entire issue for an hour before Singh and Jaitley held a press conference.
“All allegations levelled are baseless. Her (Swaraj) statement and that of the party President (show) that whatever she did was with good intentions.
“She acted bona fide. The entire government and the party are one on the issue. There should be no doubt on this,” Jaitley said with Singh by his side.
Jaitley’s defence of his cabinet colleague comes two days after party President Amit Shah and Rajnath Singh had asserted that Swaraj had acted on humanitarian considerations in the matter of helping former IPL boss Lalit Modi get travel documents from Britain.
Modi, former IPL boss, has taken refuge in London for over five years after the Enforcement Directorate levelled money laundering and other charges against him involving an amount of Rs 1,700 crore and wants him for investigations in India in the 2009 IPL scam.
Speculation has been rife over the “silence” of Jaitley after the controversy broke out on Sunday over Swaraj’s help to Lalit Modi.
There have been reports that the Finance Ministry and the External Affairs Ministry are involved in a blame game over who should appeal against the Delhi High Court order quashing the revocation of Lalit Modi’s passport in August last year.

Therefore, the Minister came to Mumbai to give away the award.
The 77-year-old actor’s father [Late]Prithvi Raj Kapoor and elder brother [Late]Raj Kapoor.Have also been conferred This Prestigious award
Wearing a black outfit and an orange shawl, Kapoor arrived at Prithvi Theatre on a wheel chair.
Jaitley presented him a citation, shawl, medal and a cheque.
Kapoor folded his hands and smiled at everyone after receiving the award. He got a standing ovation from everyone present at the function.The event was moderated by noted actor and Shashi Kapoor’s nephew Rishi Kapoor.
An audio-visual presentation of Kapoor’s cinematic journey, from a child artist to a lead actor, producer and a theatre personality, was shown.
It had a voice-over by Ranbir Kapoor and senior actors Amitabh Bachchan, Rishi, Shabana Azmi and Randhir Kapoor, who shared their experiences about Kapoor.
From the Kapoor family, those present on the occasion included Raj Kapoor’s wife Krishna Raj Kapoor, Shashi Kapoor’s son Kunal Kapoor, Rishi with wife Neetu and son Ranbir, Babita with daughter Karisma and younger son-in-law Saif Ali Khan, Shammi Kapoor’s wife Neela Devi.
Several celebrities from the film industry like megastar Amitabh Bachchan, his son Abhishek, Rekha, Hema Malini, Javed Akhtar, Azmi, Hiroo Johar, Rakesh Omprakash Mehra, Waheeda Rehman, Asha Bhosle, Anupam Kher, Poonam Dhillon, Supriya Pathak, KK Menon and others were also present at the function.

आपने स्मोकिंग+तंबाकू+होटल में खाना पीना+हवाई यात्रा जैसी जरूरी मद में भी बढ़ोत्तरी करके मनमानी कर डाली ये तो उचित नहीं है बहुत पुरानी कहानी है जिसके अनुसार सिगरेट पीने वाले के घर चोर कभी नहीं आते क्योंकि सिगरेट+तम्बाकू सेवक को खांसी का वरदान स्वतःमिल जाता है |चोरों से अपना ख्याल खुद रखने में सक्षम हो जाता था |आपने सिगरेट पर टैक्स बढ़ा कर उन्हें इस वरदान से भी वंचित कर दिया |अब चूंकि चोरी चकारी स्टेट सब्जेक्ट है हो सकता है इसीलिए आपने इसे अपने दायित्व से बाहर कर दिया | इससे स्टेट्स अपना ख्याल खुद रख सकेंगे|आपने कांग्रेस लेड विपक्ष को भी तगड़ा झटका दे दिया
अभी तक ये लोग आपकी कमियों की सिगरेट से ही अपनी सियासी सिगरेट सुलगाते आ रहे हैं अब उन्हें सुलगती सिगरेट ढूढ़ने में म्हणत मशक्कत करनी पढ़ेगी
बाहर का खाना पीना मंहगा करके आपने मिडिल क्लास को बाजार जाने से हतोत्साहित करने का प्रयास किया है|यह अच्छी बात है क्योंकि आज कल सभी लोग बाहर का खाना पीना सेवन करके घरों से दूर होते जा आरहे हैं संयुक्त परिवार को महत्व देने का यह प्रयास सराहा जाना चाहिए|आपने एयर ट्रेवल को महंगा कर दिया इसमें हाय हल्ला करने कि किसी को कोई जरुरत नहीं अरे भाई मिडिल क्लास तो हमेशा हवा में ही रहता है ऐसे में उसे हवाई जहाज के सफर में पैसा लुटाने की क्या जरूरत हैं इस प्रयास से विदेशी मुद्रा की बचत भी हो सकेगी| हवाई सफर कम होंगे तो जहाज कम होंगें अब ये तो आप भी मानोगे कि जहाज और उन्हें उड़ाने वालों को डॉलर्स में भुगतान किया जाता है |ये बचेगा कि नहीं?
