Arun Jaitely Proposes Budget For E-Visa At Nine Airports To Boost Tourism
Union Finance Minister Arun Jaitely ,Today, Presented His First General Budget In Parliament.
F M Said That The facility of Electronic Travel Authorisation (e-Visa) shall be introduced in a phased manner at nine airports in India. Announcing this during his maiden Budget Speech in the Lok Sabha today, Shri Jaitley said that the necessary infrastructure would be put in place within the next six months.
Shri Jaitley said that tourism is one of the largest job creators globally.The facility of e-Visa would give a major boost to tourism in India. The countries to which e-Visa facility would be extended would be identified in a phased manner. This would further facilitate the Visa-on-Arrival facility

Minister of State for Civil Aviation, Shri G.M. Siddeshwara said in the Lok Sabha today that the State Governments which have undertaken development of airports at their own expenses or on PPP mode are [1]Maharashtra (Navi Mumbai),[2] Karnataka (Bijapur, Gulbarga, Hasan and Shimoga)[3], Kerala (Kannur), [4]Uttar Pradesh (Kushinagar) and [5]Goa (MOPA).
Minister has assured that Airports Authority of India (AAI) is providing technical assistance on the DPRs of such projects and undertakes pre-feasibility studies for site clearance of proposed sites.
Minister has informed that In recent years, the Government has received initial proposals for setting up of Greenfield Airports at several places including Kotkasim (Alwar) in Rajasthan, Karwar in Karnataka , Annakara (Idduki) in Kerala, Androth (Karavati district) in Union Territory of Lakshadweep and Taj International Airport, Hirangaon in Uttar Pradesh. Necessary action for approval, project development, including financing of the airport projects is taken by the respective airport promoter. The construction of airport projects depends upon many factors such as land acquisition, availability of mandatory clearances, financial closure, etc by the individual operator.
Considering the phenomenal growth in aviation sector and the interests shown by various State Governments for development of more airports, Government of India has introduced a policy for approval of Greenfield airports in 2008. In accordance with this policy, a Steering Committee under the Chairmanship of Secretary, Civil Aviation has been constituted to coordinate and monitor various clearances required for the Greenfield airport projects in a time bound manner. As per this policy, the promoter (i.e. Airports Authority of India, State Government or any other entity) seeking to develop the airport, has to submit the proposal to the Government for consideration by the Committee. Applications for setting up of Greenfield airport are received from time to time, which are considered by the Steering Committee/competent authority for grant of `in principle’ approval, after they have completed necessary formalities of obtaining pre-feasibility study report, site clearance, clearances from regulatory agencies etc.

15th Lok Sabha Witnessed 59 women Parliamentarians Which Is The Highest Number Of Women Representation In The Lok Sabha
Representation of women members in Lok Sabha and their participation in general elections as contestants are increasing.
General Election- 2009 sent the highest number of women in Lok Sabha, 59, while in previous House the number was 45.
15th Lok Sabha had 10.86% of women membership with 13th Lok Sabha too being close to it in having 9.02% of women members . From 1996, Lower House always had at least 40 women elects.
The lowest number of women elected to the Lok Sabha was in 1977 when only 19 women reached the Lower House, which was only 3.50% of the total Lok Sabha seats (542 at that time).
There was no other occasion in the history when the women did not even reach the mark of 20.
As far as women contestants is concerned, the highest number of women aspirants, 599, were in fray in 1996,
followed by 556 women candidates in 2009 and 355 in 2004.
It was in 1980 for the 7th Lok Sabha when the women contestants crossed the mark of 100 as prior to that the number of women contestants was always below 100.
Women participation in contesting election has been much lower as compared to men.
Up till Ninth General Election women participation was 30 times lesser then men, though Tenth onwards the participation improved
But the winning percentage of women contestants had always been higher with respect to male contestant’s right from first election to creation of 15th Lok Sabha,
Pilgrims Of Vaishno Devi Shrine Enjoys facilities From J&K State and Central Govts:K Chiranjeevi
Ministry of Tourism has sanctioned Central Financial Assistance of Rs.363.29 crore for development of various projects in Jammu & Kashmir in the last three years and the current year.
In addition to the above, the State Government has informed that the Ministry of New and Renewable Energy(MNRE), Government of India, under its programs viz.[1] Special Area Demonstration Programme (SADP) [2]Jawaharlal Nehru National Solar Mission (JNNSM) also provide financial assistance for providing facilities to Vaishno Devi pilgrims. The State Government of Jammu & Kashmir also provides financial assistance along with the Shrine Board for providing facilities to Vaishno Devi pilgrims.
As per the State Government, in respect of above projects which are partially funded by the Central/State Government, a total of Rs.37.50 lakh has been released under the MNRE scheme and Rs.25.00 lakh released under JNNSM by the Union Government.
An amount of Rs.6.83 Crore is being utilized on water supply project which is funded in equal proportions by the State Government and the Shrine Board.
As per the State Government, estimated number of pilgrims that visited Vaishno Devi from 2010 to 2013 is as given below:-

Development, promotion and implementation of tourism projects at identified tourism spots is primarily undertaken by the State Governments/Union Territory Administrations. However, Ministry of Tourism provides Central Financial Assistance for tourism projects which are prioritized in consultation with the State Governments/Union Territories. The projects which are in accordance with the scheme guidelines are sanctioned subject to availability of funds and inter-se-priority.
This information was given by the Minister of State for Tourism (I/C) Shri K. Chiranjeevi in a written reply in the Lok Sabha.
In Addition To Above Tourism Minister also informed the house that The regulation and registration of the movement of tourist for controlling the crowd at tourist places and providing them essential facilities is primarily the responsibility of the State Governments and Union Territory Administrations. However, the Ministry of Tourism provides Central financial assistance to the State Governments and Union Territory Administrations for development of essential facilities at tourist places. The Ministry also has a mandate to promote tourism in a sustainable and responsible manner. The National Tourism Policy states that neither over exploitation of natural resources should be permitted nor carrying capacity of the tourist sites ignored.
भारत सरकार के पास नया पुस्तकालय स्थापित करने का कोई भी प्रस्ताव नहीं है:चार सालों में फंड का पूरा उपयोग तक नहीं हुआ
केंद्र सरकार ने आज यह ने स्वीकार किया कि सार्वजनिक नए पुस्तकालयों की स्थापना के लिए कोई प्रस्ताव नहीं है भारत सरकार की पुस्तकों के प्रति यह अरुचि आप में एक विरोधाभास है क्योंकि अभी १५ फरवरी को ही अंतराष्ट्रीय पुस्तक मेले[ Kathasagara] का उदघाटन करते समय सवयम राष्ट्रपति ने बच्चों को साहित्य के सर्व श्रेष्ठय पाठक बताया था और पुस्तकों के प्रकाशन के छेत्र में उल्लेख्नीय भारतीय योगदान की सराहना की थी|पिछले चार सालों के आंकड़ों पर नजर डालें तो सरकार की मंशा साफ़ दिखाई देती है बीते चार सालों में सार्वजानिक पुस्तकालयों के लिए आवंटित बजट का पूरा उपयोग तक नहीं किया गया|वर्ष २०१३-१४ के लिए १२१.०६ करोड़ रुपयों के आवंटन के मुकाबिले केवल ६३.९२ करोड़ रुपये ही उपयोग किये जा सके हैं|२०१०-११ में ७५.८६ करोड़ में से ६५.७३ करोड़ का ही उपयोग किय गया| इसीप्रकार २०१२=१३ में भी तीन करोड़ का उपयोग नहीं किया जा सका |
(क) संस्कृति मंत्री श्रीमती चंद्रेश कुमारी कटोच ने लोक सभा में एक प्रश्न के लिखित उत्तर में बताया कि 6 पुस्तकालयों नामत: राष्ट्रीय पुस्तकालय, कोलकाता, राजा राम मोहन राय पुस्तकालय प्रतिष्ठान, कोलकाता, दिल्ली पब्लिक लाइब्रेरी, दिल्ली, खुदा बख्श ओरिएटंल पब्लिक लाइब्रेरी पटना, रामपुर रज़ा पुस्तकालय, रामपुर और केन्द्रीय सचिवालय ग्रंथालय, नई दिल्ली का प्रशासिनक पर्यवेक्षण करता है। संस्कृति मंत्रालय के पास कोई भी नया पुस्तकालय स्थापित करने का प्रस्ताव नहीं है।
(ख) संस्कृति मंत्रालय द्वारा संचालित सार्वजनिक पुस्तकालयों के लिए वर्ष 2010-11, 2011-12, 2012-13 और 2013-14 हेतु वार्षिक योजना आबंटन और निधियों के उपयोग संबंधी ब्यौरे अनुलग्नक-1 पर दिए गए हैं। राज्य/संघ-राज्यक्षेत्र-वार आबंटन नहीं किए गए हैं।
(ग) और (घ) 12वीं योजना अवधि के दौरान ”राष्ट्रीय पुस्तकालय मिशन (एनएमएल)- जनता को सेवाएं उपलब्ध कराने वाले पुस्तकालयों का स्तरोन्नयन” स्कीम का 400 करोड़ रू़ के बजट आबंटन के साथ शुभारंभ किया गया है। इसका उद्देश्य एक भारतीय राष्ट्रीय आभासी पुस्तकालय की स्थापना करना, मॉडल पुस्तकालयों की स्थापना करना, पुस्तकालयों का मात्रात्मक/ गुणात्मक सर्वेक्षण करना और क्षमता निर्माण करना है।
(घ) संस्कृति मंत्रालय विदेश में कोई भी पुस्तकालय संचालित नहीं करता है। विदेश मंत्रालय विदेशों में 37 सांस्कृतिक केन्द्र और 2 उप-केन्द्र संचालित करता है।

देश के ५३ छावनी परिषदों[CantonmentBoard] में अग्निशमन गाड़ियां तक नहीं हैं
भारत सरकार के रक्षा मंत्रालय ने देश के ५३ छावनी परिषदों[ CantonmentBoard] में संसाधनों की कमी को स्वीकार किया
रक्षामंत्री श्री ए. के. एंटनी ने आज लोक सभा में राकेश सिंह और वीरेंद्र कश्यप को एक प्रश्न के लिखित उत्तर में बताया कि देश की 53 छावनी बोर्ड दमकल सेवाओं के लिए राज्य सरकार अथवा स्थानीय सैनिक अधिकारियों पर निर्भर करते हैं |
जबलपुर सहित 42 छावनी बोर्ड कोहरे/ स्प्रे मशीनों का खुद रख-रखाव करते हैं।
ठंड के कारण 12 पहाड़ी छावनी बोर्डों को कोहरे की मशीनों की जरूरत नहीं पड़ती|
जिन छावनी बोर्डों के पास अपनी दमकल गाड़ियां और/ अथवा कोहरे की मशीनें नहीं हैं और वे इन सेवाओं के लिए राज्य सरकार अथवा स्थानीय सैनिक अधिकारियों पर निर्भर करते हैं,
केवल [1]दिल्ली[2] देवलाली[3] फिरोजपुर[4] कसौली]5] किर्की[6] महु[7]पुणे ]8]सेंट थॅामस माउंट और पल्लावरम के पास ही अपनी दमकल गाड़ियां हैं।
जबकि [अ] जबलपुर छावनी बोर्ड ने जबलपुर नगर-निगम से ठेके पर दमकल गाडी ली है। संसाधनों के अभाव से होने वाली किसी तरह की कठिनाई की जानकारी उन्होंने नहीं दी है।

“पंजाब केसरी” स्वर्गीय लाला लाजपत राय को आज कृतघ्न राष्ट्र ने याद किया और भावपूर्ण श्रद्धांजलि अर्पित की| लोक सभा स्पीकर श्रीमती मीरा कुमार ने आज सुबह संसद में देश के इस महान सपूत के चित्र के समक्ष पुष्पांजलि अर्पित की |पंजाब के मोगा जिले में 28 जनवरी 1865 को जन्मे लालाजी स्वाधीनता संग्रामं में भारतीय राष्ट्रीय कांग्रेस के गरम दल के तीन प्रमुख नेताओं[बाल+पाल+लाल] में से एक नेता थे और पंजाब केसरी भी कहे जाते हैं|बाल गंगाधर तिलक और बिपिन चंद्र पाल के साथ इस त्रिमूर्ति को लाल-बाल-पाल के नाम से जाना जाता था।
“स्वराज्य मेरा जन्मसिद्ध अधिकार है” का नारा देने वाले लाला लाजपत राय ने डीऐ वी स्कूल और पंजाब नेशनल बैंक की स्थापना भी की थी।
30 अक्टूबर 1928 को इन्होंने लाहौर में साइमन कमीशन के विरोध में प्रदर्शन किया था जिसके दौरान हुए बर्बर लाठी-चार्ज हुआ जिसमे वह बुरी तरह घायल हो गए। इस प्रदर्शन में लगी चोटों से ही 17 नवम्बर 1928 को उनकौ देहान्त हो गया|उस समय उन्होंने कहा था “मेरे शरीर पर पड़ी एक-एक लाठी ब्रिटिश सरकार के ताबूत में एक-एक कील का काम करेगी।” उनका यह कथन सत्य साबित हुआ और बहुत जल्द विदेशी शासक भारत छोड़ गए । शहीदे आजम भगत सिंह+ राजगुरू + सुखदेव लाला जी की मौत का बदला लेने के लिए 17 दिसंबर, 1928 को ब्रिटिश पुलिस के अफसर सांडर्स को गोली मार दी थी। सांडर्स की हत्या के मामले में ही राजगुरु, सुखदेव और भगतसिंह को फांसी की सजा सुनाई गई थी।

अन्ना हजारे की नौ दिन की अनशन पीड़ा के पश्चात संसद ने लोक पाल को जन्म दे ही दिया:अन्ना का अनशन भी समाप्त
नौ दिन की अनशन पीड़ा के पश्चात भारतीय संसद ने लोक पाल बिल को आज जन्म दे ही दिया अब केवल राष्ट्रपति के हस्ताक्षरों की ओपचारिकता रह गई है| कल राज्य सभा ने इसे पारित करके लोक सभा को लौटाया था और आज लोक सभा ने भी राज्य सभा का अनुसरण किया|
इसी ख़ुशी में अन्ना बाबू राव हजारे ने अपना ९ दिन का अनशन समाप्त कर दिया|और सभी दलों को[एस पी को छोड़ कर] बधाई और धन्यवाद पत्र भेजा है |अन्ना ने अरुण जेटली+ डॉ मन मोहन सिंह+ नारायण सामी+ सत्यव्रत चतुर्वेदी को पत्र लिख कर बिल के प्रति प्रतिबद्धता का स्वागत किया और सलेक्ट कमेटी के सभी सुझावों को बिल में शामिल करने का आग्रह किया|
बीते [५ ]दशकों में [८]असफल प्रयासों के बाद भारत ने आज आखिरकार भ्रष्टाचार पर अंकुश लगाने के उद्देश्य से लोकपाल कानून बनाने का ऐतिहासिक कदम उठा लिया। इस कानून के जरिए अब लोकपाल बनेगा और उसके दायरे में प्रधानमंत्री कार्यालय [PMO]भी होगा। लोकसभा ने आज लोकपाल एवं लोकायुक्त विधेयक 2013 को ध्वनिमत से मंजूरी दी। राज्यसभा इसे कल ही मंजूरी देने के बाद लोकसभा को लौटा चुकी थी।
भाजपा के राष्ट्रीय अध्यक्ष राज नाथ सिंह ने इसे पार्लियामेंट्री डेमोक्रेसी में ऐतिहासिक उपलब्धि बताते हुए सांसदों को बधाई दी है|भाजपा अध्यक्ष ने अन्ना हजारे के अनशन की समाप्ति पर प्रसन्नता व्यक्त की है| उन्होंने स्मृमति सुषमा स्वराज और अरुण जेटली को विशेषरूप से क्रेडिट दिया
