The Reserve Bank of India (RBI) has rejected the request of the Election Commission to enhance the weekly cash-withdrawal limit, imposed after demonetisation, for those contesting Assembly elections in five states, prompting an angry reaction from the poll panel.
The Commission had on Wednesday requested RBI to enhance the withdrawal limit of candidates to Rs 2 lakh from Rs 24,000 per week imposed post demonetisation as the nominees would find it difficult to meet their campaign expenditure.
But RBI said that it was not possible for it to hike the limit at this stage.
An apparently peeved Commission has now written back to RBI Governor Urjit Patel expressing “serious concern about the cursory manner in which the issue has been dealt with”.
The EC said the facility be extended till March 11, the day of counting. Candidates are bound to open an election account for meeting poll-related expenditure which is monitored by the EC.
The Commission said that with a weekly withdrawal limit of Rs 24,000, a candidate would be able to withdraw Rs 96,000 in cash during the election process which lasts three to four weeks.
It reminded the central bank that as per law, candidates contesting Assembly polls in Uttar Pradesh, Uttarakhand and Punjab can spend Rs 28 lakh each for electioneering.
The limit in Goa and Manipur is Rs 20 lakh each. The poll panel said despite paying amounts through cheques, candidates still need hard cash for petty expenses. Also the issue is further adversely effected in rural areas where banking facilities are negligible.

कांग्रेस के राष्ट्रीय प्रवक्ता रणदीप सुरजेवाला ने आज प्रदेश कांग्रेस मुख्यालय में संवाददाताओं से कहा कि
प्रधानमंत्री नरेन्द्र मोदी ने एक प्रतिशत कालाधन धारकों को पकड़ने के लिये 99 प्रतिशत गरीब जनता पर मुसीबतों का पहाड तोड दिया।
नोटबंदी के पचास दिन बाद भी स्थिति सामान्य नहीं हो पाई है।विकास के काम एक तरह से थम गये है। यह देश का सबसे बडा घोटाला है। नोटबंदी के कारण देश में आर्थिक संकट पैदा हो गया है। देश में 115 लोग नकदी की कमी के चलते अपनी जान गंवा चुके हैं।
सुरजेवाला ने लाखों रूपये के नये नोटों के साथ पकडे गये भाजपा के नेताओं की उच्चस्तरीय मांग करते हुए कहा कि प्रधानमंत्री नरेन्द्र मोदी ने अपने पार्टी के नेताओं को भारी राशि के साथ पकड़े जाने के बावजूद उन्हें क्यों नहीं सजा दिलवाई। जहां एक ओर आम आदमी बैंक से नकदी निकलवाने के लिये बैंकों की लंबी कतारों में खडा है, वहीं 30 प्रतिशत कमीशन पर कालाधन को सफेद करने का बाजार फलफूल रहा है।
उन्होंने कहा कि यह सब मोदी सरकार की स्वीकृति से हो रहा है, इसमें शामिल किसी भी भाजपा नेता पर कोई जांच नहीं हो रही है। उन्होंने कहा कि भाजपा के राष्ट्रीय अध्यक्ष अमित शाह पर जांच क्यों नहीं की गई, जबकि वो अहमदाबाद के को-आपरेटिव बैंक में एक निदेशक है। नोटबंदी से तीन दिन के अंदर पांच सौ करोड रूपया जमा करवाये गये। अमित शाह ही नहीं कई भाजपा नेता ऐसे है जिनकी जांच होनी चाहिए। सहारा और बिरला से सांठगांठ के मामले में प्रधानमंत्री नरेन्द्र मोदी नाम आने के बाद मोदी की साख पर बादल मंडरा रहे हैं।
कांग्रेस के अनुसार रिजर्व बैंक ने 126 बार नियमों को बदला और अभी बंद हुए नोट के बराबर नये नोट छापने में आठ माह का समय लगेगा।

Congress Vice President Rahul Gandhi today continued his attacked on Prime Minister Narendra Modi over demonetisation, accusing him of practising politics of “fear and anger” and exhorted partymen to defeat his ideology.
“On November 8, Modiji said he is performing a ‘yagya’ against corruption and black money. In every yagya someone’s sacrifice is done and every yagya is done to benefit someone.
“The demonetisation ‘yagya’ is for 50 families of the country’s 1 per cent super rich. It is the poor, farmers, labourers, middle class and small shopkeepers who are being sacrificed in this ‘yagya’. There has been tremendous pain caused by it,” he said presiding over Congress Party’s 132nd Foundation Day celebrations,
The Congress will stand with people, farmers, labourers, middle-class and small shopkeepers and with the country and help them, he said, exhorting Congressmen to reach out to those “pained” by demonetisation and fight and defeat the ideology of Modi and RSS that spreads “fear and hatred”.
Accusing Modi for hurting financial independence of people of this country, he asked on what basis limits of Rs 24,000 were imposed on withdrawal.
Filling in for his mother and Congress President Sonia Gandhi who is not keeping well, Rahul for the first time today unfurled the Tricolour at the party headquarters to mark the Congress Foundation Day.
He addressed a gathering of top party leaders including all members of the Congress Working Committee, indicating his slow but consistent march towards elevation as Congress chief.
Rahul used the occasion to trace the party’s history of sacrifices and struggles to say Congress was synonymous with acceptance of the other.
He said, “Modi government is today tearing apart the fabric of our country. Modiji’s policies are creating a tremendous fear psychosis among people. Modiji is trying to convert this fear and pain into hatred.

The Enforcement Directorate has recovered Rs 30 lakh cash and 2.5 kg gold from the premises of a prominent tailor
ED officials has also recovered Rs 2.19 crore cash from a cloth merchant
Acting on tip off, the sleuths of ED swooped down on the premises of Maharaja Tailor in Mohali (Punjab) and at sector 22 in Chandigarh.
The seizure included Rs 18 lakh in Rs 2,000 denomination and while the rest was in Rs 100 and 50 denominations,
Meanwhile, the Chandigarh Police had arrested a senior bank employee of a private bank in Mohali for allegedly providing new currency to cloth merchant Inderpal Mahajan on commission basis.
ED had seized Rs 2.19 crore including Rs 17.74 lakh in Rs 2,000 denomination, Rs 12,500 in Rs 500 denomination from the house of Mahajan on December 14.

Income Tax Searches lead to Admission of Undisclosed Incomes of Rs. 2600 Crore since 8th November, 2016.
The Income Tax Department has continuously been carrying out investigations since the de-monetisation of Old High Denomination (OHD) currency announced by the Government on 8th November, 2016.
While Searches have been carried out in
291 cases across the country,
295 cases have been covered by survey action. In addition to these, open enquiries have been effected in more than
3000 cases. Approximately
Rs. 393 Crore including
Rs. 316 Crore cash and
Rs. 77 Crore worth of jewellery has been seized.
As a result of these investigations, approximately
Rs. 2600 Crore of undisclosed income has been admitted by the taxpayers.

There is no official estimation of black money either before or after November 8 — the day government announced scrapping of old Rs 500 and Rs 1,000 notes, Finance Minister Arun Jaitley said today.
“There is no official estimation of the amount of black money either before or after the government’s decision of November 8, 2016 declaring that bank notes of denominations of the existing series of the value of Rs 500 and Rs 1000 shall cease to be legal tender with effect from November 9,” he said in a written reply in Lok Sabha.
The searches conducted by Income Tax Department between April 2014 and November 2016 on 1,356 groups of assessees led to admission of
undisclosed income of Rs 31,277 crore
apart from seizure of undisclosed assets worth
Rs 2,164 crore, he added.
Besides, 14,044 surveys conducted during the period, resulted in detection of undisclosed income of Rs 30,492 crore.
Replying to another question on whether the government has received any proposal from the employees of LIC to provide another opportunity to those who have not chosen pension option earlier, Jaitley replied in affirmative.
“The proposal was examined and a view has been taken that no more options for pension may be extended to employees of public sector insurance companies,” he said.
